Background
Building on core Shelter, WASH, and protection programs, CARE has developed an urban-specific community-based approach in Lebanon to improve the living conditions of vulnerable refugee and host communities. The Urban Neighborhood Approach considers whole neighborhoods as an ‘entry point’ for assistance. Interventions target extremely vulnerable families (refugees and host community members) living in dangerous conditions in poor neighborhoods by providing integrated assistance to address vital needs, protection issues and health and safety risks. Activities target both Syrian refugees and vulnerable Lebanese host communities in order to improve the sub-standard living conditions of families at risk and to facilitate community engagement and social stability.
CiL has identified ’building resilient livelihoods’ as a one of the key intervention areas to support women and youth living in poverty and contexts of protracted crisis. Resilient livelihoods are important as they provide a stable source of income and enable people to thrive and act as a buffer in times of shocks and stresses. Building resilient livelihoods will also allow the linkage of humanitarian with longer term development programming. CiL has begun its programming with several livelihood projects and looks to further expand its portfolio and evolve its strategy to focus on longer term development.
This consultancy assignment will support CiL to better understand the scope of our existing work and that of others; exploring what works and what doesn’t in building resilient livelihoods of marginalized populations (host and refugee populations) in protracted crises; and how women and youth can have meaningful engagement in the process. This will feed into the development of a manual or handbook to guide our work in the future.
This consultancy piece of work will run concurrently with a similar piece of work on women-led protection in protracted crises with the aim of, towards the end of the year, looking at the connectivity between the two areas of work.
Key activities
The consultant will conduct the following activities:
Desk & field based review and meet with stakeholders to build an understanding of how CiL and other actors have been trying to build resilience of marginalized populations in Lebanon and other urban crises, identify suitable resilient livelihoods approaches in protracted crises contexts, common challenges and solutions in these contexts.
Develop case studies of good practice demonstrating the role of women and/or youth in building resilient livelihoods.
Linkages to urban regeneration policy and initiatives that revolve around locally led advocacy
Review and further develop the livelihood strategy and suggest linkages with other parts of the program
Work with Head of Program to co-design a country workshop to share the findings, and develop common agreement on CARE’s approach.

Essential Profile of the Consultants:
The consultant (or consultancy team) should have the following essential skills and knowledge:
Operational experience in urban livelihood and/or economic development programming in middle income countries
Knowledge and experience of the ways of working of emergency NGOs, UN, local organizations and donors
Post-graduate qualification in a relevant discipline
The ability to assemble vast amounts of information and identify critical aspects
Excellent facilitation skills
Able to communicate complex subject matter (in a written and oral form) into accessible and simple guidance that is accessible to people with varying language skills
Experience of working with a diverse range of stakeholders, ensuring effective consultation and engagement is achieved
Fluency (written and oral) in English. Arabic an asset
Application Procedure
Expressions of interest are invited from suitably qualified and experienced teams of consultants with capacity to undertake the above activities. The Lead Consultant should submit a detailed proposal with the following components:
a) Technical proposal to include:
Maximum of five pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques and tools to be used
Proposed activities & work plan (including a Gantt chart)
Copy of the CV
b) Financial proposal detailing the following:
Itemized consultant’s fees and costs - consultant should indicate professional rate
