Lebanon: Area Cash and Livelihoods Manager

We are looking for a highly qualified individual who can fit the position of Area Cash and Livelihoods Manager for North of Lebanon, this position will be based in Tripoli and covering T5, Akkar and Mount Lebanon areas.

Who are we?

DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.

DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job

Supervise and coordinate all Livelihoods projects and activities including job placement and counselling, cash for work activities and business development for Micro, Small and Medium Enterprises (MSMEs) in the North of Lebanon. She/he will ensure the programmes are delivered to a high quality in line with DRC, donor and international standards. In addition, s/he will build the technical knowledge and capacity of the Cash and Livelihoods teams in North Lebanon with the support of the Cash and Livelihoods Coordinator. She/he will ensure good coordination with other actors in the sector and between DRC’s programmatic sector teams, and will be actively engaged with the LEADERS Consortium, as well asrepresent DRC’s Livelihood sector in Inter-Agency Livelihood working groups for Tripoli and Akkar.

Duties and Responsibilities

• Lead the implementation of Livelihoods programming in the field (including cash modalities therein) ensuring a high level of quality in line with DRC’s quality standards.

• Support the development and update of sector strategies and engage in the development of new programme design, in close coordination with the sector Coordinator.

• Develop Standard Operating Procedures and tools relevant to DRC’s Livelihood interventions, in close collaboration with the sector Coordinator.

• Initiate the development and periodic revision of project work plans, oversee timely and proper implementation progress and monitor achievements (quantitatively and qualitatively) through field visits.

• Engage with local partners on the management of projects, support capacity assessments, oversee their implementation of activities and participate in the capacity building process of these partners from a technical standpoint.

• Provide technical and managerial training and mentoring for the Cash and Livelihoods staff and other DRC teams as relevant, conduct performance evaluations, and design capacity building plans to support their development.

• Line manage the Cash and Livelihoods Teams in Tripoli, Akkar and Mount Lebanon, supporting them to implement the projects through day-to-day oversight and mentoring.

• Liaise with donors, other NGOs and stakeholders to assess needs and collaborate on the design of programmes to meet those needs.

• Coordinate with the Cash and Livelihoods Coordinator and other colleagues in DRC offices across Lebanon to share learning and to harmonize tools and approaches.

About you

To be successful in this role you must have:Bachelor’s or Master’s Degree in a related field, including: international development, international economic development, business, economics, etc.

Moreover, we also expect the following:

• Minimum 5 years’ experience of managing Cash and Livelihoods projects in diverse contexts

• Proven experience in programming involving employability and job counseling, and enterprise development support

• NGO experience in humanitarian contexts (experience in the Lebanese context and working in support of improving livelihoods among displaced populations is an advantage)

• Experience of building and developing the capacity of staff through the use of training, performance management frameworks and development plans

• Proficiency in the use of ‘office systems’ (Word, Excel, PowerPoint)

• Commitment to and understanding of DRC’s aims, values and principles

We offer

DRC will offer the successful applicant a contract until end of December 2017. You should be available to start work from 1st of May 2017 and be willing and able to work in the North of Lebanon (based in Tripoli).

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.ngo under Vacancies. This position will be placed at level D+1 for Nationals and A15 for Expats.
