CONTEXT OF THE MISSION

Within the frame of its emergency response to the Syrian crisis, Handicap International is present in Lebanon in North and in the Bekaa. HI intervention is currently designed upon two pillars which are: 1/to enhance the capacities of local actors involved in physical rehabilitation and related psychosocial support services provision with a middle term vision

2/to maintain a capacity to respond to acute needs through HI direct services and/or referral to other assistance stakeholders: identification of persons with functional limitations, provision of rehabilitation care, distribution of Assistive and Mobility Devices, provision of P&O appliances, provision of psychosocial support

3/to provide extended technical support to humanitarian partners across sectors seeking to improve Accessibility and Inclusion in their responses.

Considering the evolution of the humanitarian situation (closure of borders, chronicity of the crisis, decrease of funding) and as part of a middle term strategy aiming at supporting and reinforcing resilience of local stakeholders, HI objective is to progressively enhance the provision of physical and functional rehabilitation and/or psychosocial services by local structures (local NGOs, private/public structures) by growing collaboration and capacity building aiming at promoting the continuity and sustainability of services for most vulnerable communities in Lebanon.

JOB DESCRIPTION

Under the hierarchical supervision of the Humanitarian Operations Coordinator, the Technical Unit Coordinator will be in direct supervision of the Rehabilitation, PSS, Inclusion Technical Coordinators, the Inclusion Technical Advisor, Social Work Technical Advisor and the M&E Coordinator.

He/her main tasks will be:

1/TECHNICAL SUPPORT

  • ensuring the technical relevance of the HI HAD interventions
  • participating in needs assessment and providing regular input, based on subject matter expertise and program experience, into HI coordination mechanisms to contribute to technically sound and locally relevant program strategies, program development, and program implementation
  • supervising the development and update of technical guidelines, framework, and tools, trainings material etc., and other relevant documents
  • ensuring the monitoring of the quality of HI Lebanon intervention, sharing information with the operational team in order for the intervention to comply with HI standards of intervention and to offer to HI targeted population the best quality services possible
  • ensuring the regular formal assessment of the project team training needs in terms of comprehensive rehabilitation, prosthetics and orthotics, psychosocial support, social work and other relevant topics pertaining to disability issues

2/PARTNERSHIPS

  • assessing the capacity building needs of external partners/stakeholders
  • collaborating with the operational team and with the technical resources in country in the definition of a comprehensive capacity building and support strategy and define the appropriate resources needed for it
  • contributing to the design and implementation of adequate monitoring schemes to follow up partners’ services and their compliance with HI standards

3/INCLUSION

  • ensuring the engagement of all technical staff in the implementation of comprehensive barriers assessments of selected humanitarian organizations’ responses
  • coordinating the design and implementation of tailored coaching schemes for humanitarian organizations, including awareness raising, tailored capacity building and direct technical advice across sectors in close collaboration with the Inclusion Technical Coordinator
  • contributing to the integration of the inclusion component, including the information collected in assessments and the impact of the activities implemented

4/MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING

  • contributing to the MEAL strategy at mission level in close collaboration with MEAL Coordinator
  • ensuring the engagement of the MEAL team in the development and implementation of appropriate tools

5/TEAM MANAGEMENT & CAPACITY BUILDING

  • ensuring strict application and respect of the Internal Regulation by your related staff
  • supporting team members in their duties and professional development through regular meetings and guidance and the development of tailored individual action plans

6/REPRESENTATION

PROFILE

  • at least 4 years of professional experience on at least one of the program’s technical fields (Rehabilitation, PSS, Protection, Inclusion in Humanitarian Action)
  • at least 3 years of professional experience in humanitarian context
  • proven coordination experience
  • proven experience in MEAL
  • proven training experience
  • strong communication and reporting skills
  • strong organizational skills
  • project management skills would be an asset
  • experience in the Middle East would be a strong asset
  • strong interpersonal and networking skills
  • English mandatory (oral and written), Arabic a plus

SALARY

  • Starting date: 15/05/2017
  • Length of the contract: 4 months
  • Salary: from 2750,00€/month (gross), depending on experience
  • Perdiem: 705,52€/month (net) paid in local currency in the field
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 1 day/month
  • Status: single
  • Housing: collective taken in charge by Handicap
