Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this
vacancy, internal candidates are defined as staff members holding a regular, fixed-term or
short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.

Context:
During 2015 and 2016, IOM Myanmar’s Emergency Post Crisis and Preparedness Programme
(EPC-P) more than doubled its portfolio. Currently active in four (4) States and Regions and
covering programmatic areas of Disaster Risk Reduction, Emergency Response, Safe
Construction, School Construction, Camp Coordination and Camp Management (CCCM) and
Community Resilience. The programme works closely with the migrant protection unit and the
migration health unit to promote safe migration.

General functions:
Under the overall supervision of Chief of Mission and under the direct supervision of the
Programme Manager in Sittwe and in close coordination with relevant units in the Country Office
and Headquarters a, the successful candidate will be responsible and accountable for
monitoring the budgetary, financial, human resources and administrative functions of the

Programme.
Core Functions / Responsibilities:

  1. Assist in monitoring and overseeing the financial management for all activities of the EPC-P
    Programme including the oversight of financial expenditure and accountability; undertake
    financial analysis of projects in the Mission.
  2. Prepare donor financial reports in accordance with IOM regulations and established
    procedures in close coordination with The Programme Manager as well as relevant units in The Country Office.
  3. Forecast cash flows per activities in the Mission and ensure daily control of funds disbursed;
    ensure funding is received in accordance with donor agreements.
  4. Assist in preparing annual budget for the Mission, monitor budget control and report
    variances between budget and actual expenditures, and assist in the preparation of budgets for new programmes.
  5. Check payroll versus budgets, ensuring that salaries are correctly allocated to projects
    consistent with IOM's projectization criteria.
  6. Suggest procedural improvements and assist in training local staff in the relevant areas of
    administration and finance.
  7. Assist in the supervision of the Mission’s administrative functions, including recruitment,
    retention, promotion, separation, and other related activities, in accordance with the
    Organization’s policies and procedures.
  8. Liaise with other internal functional units of the Mission, as well as banking, donors and
    government counterparts and other stakeholders as required in the performance of the
    accounting function.
  9. Liaise with relevant units at the country office level.
  10. Perform other duties as may be assigned.
    Required Qualifications and Experience:
    Education
    • Master’s degree in Finance, Business Administration, Accounting or a related field from an
    accredited academic institution with two years of relevant professional experience; or
    • University degree in the above fields with four years of relevant professional experience.
    • Securities institute membership or study programmes such as Chartered Financial Analyst or
    Financial Risk Manager/GARP is an advantage.
    • Professional certification as Chartered Accountant or Certified Public Accountant is an
    advantage.
    Experience
    • Experience in financial management, accounting and budgeting;
    • Familiarity with financial oversight and public administration;
    • Experience preparing reports, budgets, statistics and coordinate administrative activities;
    • Good knowledge of human resources management;
    • Knowledge of IOM/UN Common System regulations, policies and procedures;
    • Experience in liaising with governmental and diplomatic authorities as well as with international
    institutions;
    • Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP (PRISM)
    highly desirable;
    • Previous work experience in the region an advantage;
    • Knowledge of IOM/UN accounting system, software and procedures a distinct advantage;
    • Knowledge of MS Office products and good computer literacy skills required.
    Languages
    Fluency in English is required. Working knowledge of any local language is an advantage.

    Other:
    Internationally recruited professional staff are required to be mobile.
