Monitoring & Evaluation Officer (Lebanon)

ARK has recently been awarded funding for a multi-year program in Lebanon in support of Palestinian youth. This program will improve their social and economic participation, as well as enhance the youth role in governance whilst reducing the likelihood of young Palestinians resorting to negative coping strategies. This is a continuation of previous projects which we have been delivering in the Palestinian Camps for the past six years.
ARK seeks an experienced and dynamic Monitoring and Evaluation Officer to support the Monitoring and Evaluation Manager in monitoring and evaluating ongoing project activities and contribute to the quality assurance of the project implemented across the Palestinian camps in Lebanon.

Duties & Responsibilities:

• Support the design and implementation of the Monitoring and Evaluation system, including designing data collection tools and frameworks in line with DFID and ARK M&E quality standards.
• Gaining a comprehensive understanding of the project’s intended outcomes and impact, and the logic underpinning the intervention.
• Support the development and implementation of a plan for including field officers from each camp and gathering in the monitoring and evaluation of the project.
• Work with the program team to draft monthly progress reports, and coordinate the submission of data from the field on a monthly basis.
• Support the development and implementation of the Complaints and Feedback Mechanism (CFM).
• Enter data from source documents into PYP Grants Database.
• Ensure the data entry and management of PYP reporting is reflected in systems and processes and that accurate output data is shared with the programs team.
• Support the development and implementation of a Monitoring Plan for the project and regularly identify planning and M&E Information requirements for the program
• Plan and conduct baseline studies and subsequent follow-up studies to track project indicators.
• Support the program team to document and analyses project data.
• Conduct regular visits to project sites to carry out process monitoring as well as gather feedback from the beneficiary community about the implemented projects and submit a detail report about the activities.
• Identify and document success stories and case studies on extraordinary aspects of the project.
• Support evidence based decision-making by proactively providing relevant information in a timely manner.

Qualification & Experience:

• University Degree preferably in related field such as Economics, Social Studies.
• Minimum 3 years’ experience in monitoring and evaluation with at least two years of experience with international organization.
• A solid understanding of key monitoring and evaluation techniques and processes.
• Experience collecting data in the field and managing data collection processes, and report writing.
• Experience of organizing lesson-learning sessions and focus group discussions.
• Analytical and research skills
• Excellent computer knowledge with command on of MS Office
• Time management skill and ability to priorities multiple tasks
• Self-motivated person able to work without close supervision
• Able to work effectively in a diverse team environment
• Good interpersonal skills
• Full professional fluency, written and spoken, in English and Arabic
