Purpose of the Assignment
Background:
Under the joint UNICEF-GoM YCSD multi-year work plan (2016-2017), UNICEF supports building the capacity of Government in strengthening including in the area of health supply chain management.
UNICEF therefore continues to provide regular technical assistance to the Ministry of Health and Sports in strengthening of supply chain management. In 2015, the Ministry of Health & Sports (former the Ministry of Health) restructured the setup and split into two departments from the original department of health (DOH) into Department of Public Health (DOPH) and the Department of Medical Service (DMS). CMSD which is main logistics body of the Ministry of Health & Sports remained under the Department of Medical Services. The DOPH set up the Procurement & Supply Unit however the department lacks manpower, experience and infrastructure for supply chain management. UNICEF therefore continues to support clearance, storage and distribution of UNICEF assisted program supplies as well as procurement service supplies.
In order to ensure that DOPH – P & S has sufficient capacity to manage the supply chain processes currently supported mainly through UNICEF the Department of Public Health requested the support from UNICEF to provide continued technical assistance through deployment of a logistics personnel aiming at facilitating the establishment and maintenance of systems and procedures for the planning, coordinating and monitoring of pre-clearance permission process, clearance, storage and distribution of procurement service and UNICEF assisted programme supplies.
Objectives of the consultancy:
The main purpose of the Logistics Consultant is to provide technical support to plan coordinate, monitor pre-clearance permission processes, clearance, storage and distribution of procurement services and UNICEF assisted programme supplies.
Specific objectives:
To assist in preparation of pre-clearance permission process ( Import permit/Tax exemption, follow up the status) To collaborate and coordinate with all state holders for smooth process of logistic management for Department Public Health. ( Clearance , storage, distribution)To develop monitoring tools to facilitate effective monitoring of the clearance processes. To develop procedures and system and for warehouse and distribution of supplies through outsourced third party contractors.Geographic Area: The consultant will be based in Nay Pi Taw with travel to Yangon and field as required. Technical support will be provided to the MoPH officials including Director (Procurement /Supply) of the Department for Public Health and the consultant will work closely with IHD of MOHS, Program Managers concerned of the DOPH and Supply & Logistics team in UNICEF in updating activities, sharing plans, progress, challenges and achievements in consultation with relevant programme officer in YCSD section. Consultant will travel periodically to field as required for data collection, monitoring. Regular meetings and phone calls with UNICEF team and partners will be conducted.
Assignment Tasks and expected Deliverables/Deadline
1. Work with DoPH and UNICEF to develop implementation plan for accelerating clearance of supplies with pending FDA, Import permit and TEC
End Product: Detailed implementation plan discussed and agreed with DOPH/P & S.
Deadline: First month of assignment
2. Work with the team of Procurement and Supply unit of Department of Public Health under the guidance of Director (Procurement/Supply) regarding the process of import permit and Tax Exemption application for Procurement Service supplies as well as assist in Tax Exemption Certificate (TEC) application for UNICEF assisted program supplies and continuous follow up to ensure approvals are made on time.
End Product: Import Permit & Tax exemption application documents/letters are prepared and submitted to the relevant authorities in timely manner
Deadline: At least two weeks before of the targeted arrival date and the status to be included in the regular update reports
3. Monitor and follow regularly the status of receiving shipping documents as per Shipment Plan/Purchase Order for Procurement Service supplies and share the information to respective focal officials at DOPH and coordinate for the necessary preparation to apply FDA approval and to proceed for Import permit and Tax Exemption.
End Product: Regular follow up done in coordination with respective program of DOPH and FDA for timely receipt of FDA registration for further process of Import Permit & Tax Exemption.
Deadline: Regular follow up to receive the approval.
4. Closely coordinate with the Procurement/Supply Unit and UNICEF Supply/Logistics Section to facilitate customs clearance of UNICEF assisted program supplies as well as Procurement Service supplies and provide real time feedback. End Product: Follow up on clearance status on the shipments and updated status provided.
All vaccine shipments cleared on arrival and sent to CCR.
All sea shipments cleared within two weeks of arrival at port.
Deadline: Regularly based on shipment plan (included in progress reports)
5. Review the distribution plan of DOPH/ UNICEF assisted supplies and facilitate the distribution in consultation with respective programs, Procurement & Supply unit of DoPH and UNICEF YCSD team as well as Supply/Logistics team. Develop the logistics plan for DOPH supplies/ procurement service supplies and estimate the required storage capacity.
End Product: Storage space for both DOPH and UNICEF assisted supplies secured in Yangon and/or in other sub-depots.
Distribution of DOPH/UNICEF assisted supplies facilitated in accordance with the distribution plan.
Deadline: Monthly
6. Provide regular information sharing to DOPH and UNICEF YCSD Team and Supply/Logistics Teams on the status of pre-clearance permission, clearance, storage and distribution.
End Product: Monthly updates on the status of clearance, storage and distribution of both DOPH and UNICEF assisted supplies provided. (weekly if required)
Deadline: Monthly: by 30th of every month.
7. Support DoPH in procurement of outsourced warehousing and distribution arrangements. Contracting arrangements for warehousing at required locations, i.e. Yangon and NPT concluded.
End Product: Contracting arrangements for transporting of supplies to facilities at states/regional, district and township levels concluded
Deadline: By 30Th January 2018
8. Prepare final consultancy report
End Product: Final consultancy report documenting lessons learned, challenges and recommendation related to logistics management provided.
Deadline: 30th March 2018
Education and years of relevant experience
- University degree in one of following areas: Logistics and Supply Management, Commerce, Public Health, Pharmaceutics, Public Administration, International Development or related field.- At least two years of progressively responsible professional work experience in supply chain management, procurement, logistics and data management. Experienced in transport management, customs clearance process, and warehousing & distribution management.- Experience of working with UN. NGOs and/or Government will be an added advantage.- Excellent skill in using Internet, Microsoft Office (Excel and Word)- Fluency in spoken and written English
