Humanitarian context / SI intervention

As the Syria Crisis is in its fifth year, humanitarian needs inside Syria and in neighboring countries continue to rise. Given the regional instability, the Lebanese political deadlock and poverty, the population influx has put Lebanon under severe strain. With more than 1,000,000 refugees registered with UNHCR and probably 500,000 “unregistered” ones, one out of five residents in the country is now a refugee. Due to the recent closure of the borders with Syria, no massive new comers’ influx has been reported in Lebanon since the end of 2014.

In order to address the immediate needs of both Syrian refugee and Lebanese host families affected by the Syria crisis, SOLIDARITES INTERNATIONAL (SI) has launched in March 2013 its operations in North Lebanon, first in the T5 then Akkar, and more recently in the Bekaa.

Responding to the most essential needs of the populations affected by the Syrian crisis, SI intends to improve their living conditions and enhance their livelihood.

Thus, with support from ECHO, UNICEF, DFID, OCHA and CIAA, SI’s interventions from 2013 until the present time in response to the Syrian crisis may be divided into 4 components depending on the profile of a household and will aim at covering the needs in the area of intervention:

  1. Identification of the most vulnerable and referral system through coordination with international partners, local NGOs, municipalities and affected communities. The primary task to deliver assistance is the identification of refugees and their living conditions to ensure that protection risks are identified and monitored. This requires a significant commitment in terms of time and effort in the field. Only 50% of all the shelters have been identified.
  2. Integrated WaSH and Shelter response to the whole population of the informal settlements, small shelter units and collective shelters. SI will provide access to safe water, hygiene materials, appropriate sanitation facilities, improved weatherproofing, and site improvements. Assistance is provided on the basis of vulnerability criteria following in-depth assessments and regardless of registration status or nationality. The more vulnerable settlements will be prioritized.
  3. Site management of the informal settlements and collective shelters. Given the current conditions in the region, Syrian refugees are likely to remain in Lebanon for the foreseeable future, unfortunately with decreasing resources to provide humanitarian assistance. Therefore, it is incumbent upon aid providers to promote strategies that empower refugees toward greater autonomy.
  4. Livelihood assistance to vulnerable households. To meet the most basic needs, SI will provide support to most vulnerable households through Unconditional Cash Assistance to bridge shortfalls between incomes and expenditures. SI will target the most vulnerable refugees regardless of status, based on standardized vulnerability criteria as defined by the cash working group. This component shall be funded by donors other than UNICEF.

In 2017, the mission is developing its protection focus through even more integrated programming and mainstreaming.

Organization of the mission

The country coordination is based in Beirut, while the operational bases are located in Tripoli, Halba and Zahle.

In Tripoli, the whole team is so far composed by 145 national employees. The base Alba in Akkar hosts up to 80 staff and 50 work in Zahle base in the Bekaa.

About the position

The Finance Coordinator directs and coordinates all administrative, accounting and financial services associated with the mission.

As coordinator, S/he is responsible for the mission’s financial balance and monitors adherence to SI administrative procedures and donors’ procedures. S/he is the point of reference of the mission for financial and administrative matters. S/he collaborates closely with the HR Coordinator and the Field Coordinators, works under the supervision of the Head of Mission and provides constant support/guidance to the three base Administrators of the mission.

Your profile

Education and experience

  • Advanced university degree in Finance. A first level university degree in combination with two additional years of qualifying experience may be acceptable in lieu of the advanced university degree.
  • Minimum 3 years of relevant working experience in the field of administrative coordinator

Technical skills and knowledge

  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions
  • Good Excel knowledge
  • SAGA user is an asset

Soft skills and spirit

  • Good diplomacy/interpersonal skills
  • Flexible (will have to take on responsibilities that might not be directly on his/her JD)
  • Adaptability to changing work environment and possible volatile security situation
  • Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads

Languages

  • Fluency in written and spoken English
  • Working knowledge of French and/or Arabic is an asset

Others:

  • Commitment to the fundamental principles of SI’s charter and ethos

We offer

A salaried post: According to your experience starting from 2.200 euros gross per month and a monthly Per Diem of 750 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
