Job organizational context:

The Finance Assistant specific JD, at the G6 Level, is used in a UNICEF country office and reports to the Admin Finance Officer at NOB Level.

Purpose for the job:

Under the direct supervision of the Admin Finance Officer, The incumbent will assist in the area of finance and accounting control, recording, reporting of assets, liabilities. Monitor the appropriate disbursement of funds and payments of accounts in accordance with rules, regulations and established budgetary limits.

II. Key function, accountabilities and related duties/tasks:

Summary of key functions/accountabilities:

  • Maintains financial records for Lebanon CO accounts for which responsibility is assigned. Codes and records receipts and payments, ensuring accuracy of computation and completeness of documents, and maintains continuing status of allotments against obligations.
  • Reviews payment requests and supporting documentation for completeness and accuracy ensuring correct vendor details and proper charge codes are selected.
  • Processes staff entitlements (MIP, Payroll, Home leave, EGT, security re-imbursement) and payments to suppliers and travel entitlements/claim settlements. Also processes Inter-Office Payments (IOP).
  • Reviews and reconciles monthly schedules to identify open items, investigate and match to clear and submit for posting.
  • Process payments using the online banking system, and maintain contacts with the local banks to follow up payments and other bank-related matters
  • Assists in processing monthly local staff payroll and run Funding Analysis Report (FAR) and prepares salary schedules for payment.
  • Prepares cash replenishments based on forecasts submitted by the Programme sections at LCO
  • Assists in submitting the finance and admin unit indicators for the monthly operations meeting.
  • Prepare routine correspondence and assist new staff and consultants on financial procedures including opening a bank account
  • Ensures the tasks necessary for the smooth functioning of the Finance Unit in connection with the Global Centre for Shared Services in Budapest
  • Receives and processes telephone bills and transmit to staff members for settlement.Maintain and update the tracking tools to ensure compliance.
  • Provides assistance in the initiatives taken to improve workflow and streamline financial processes to enhance efficiency and productivity.
  • III. Impact of Results:

    Accurate accounting and timely recording of financial transactions, payments and receipts of the office such as direct transfers of funds , bills , salaries, medical insurance claims ( MIP ) , advances and petty cash in accordance with the rules, regulations and procedures and budgetary limits.

  • V. Recruitment Qualifications:

    Education:

    Completed secondary education. A University degree in management, administration, finance or related fields is an asset.

    Experience:

    Six years of progressively responsible clerical and administrative work.

    Experience in accounting and finance would be an asset

    Language Requirements:

    Fluency in both written and spoken English and Arabic required.
