Purpose of the Assignment
Background:
Since the end of 2014, UNICEF has supported MoH to develop and finalise national community-based IYCF guidelines and job aids and Baby-friendly Hospital Initiative (BFHI) modules as per global standards. In 2015, UNICEF supported MoH in planning the roll-out of cIYCF, including developing supportive supervision tools and job aids, conducting stakeholder consultation workshops and conducting ToTs at national level and in targeted health facilities.
MoH plans to cover two additional states/regions (5 Townships in Chin and 7 Townships in Rakhine) starting 2017 with cIYCF and BFHI training in the first phase of scale-up for the national program. This will require the support of a consultant who is a national expert on IYCF and can support MoH in planning and implementing trainings at various levels. Strong support will also be to MoH teams at local levels in supportive supervision and monitoring following the trainings.
Objectives of the consultancy: General Objectives:
The overall purpose of this consultancy is to support the MoH's National Nutrition Center (NNC) in rolling-out community based IYCF program according to new national guidelines in 2 priority state/regions (Rakhine, and Chin) for 2017 as well as strengthening NNC state/region team capacities in supportive supervision activities in townships that have already been trained in 2016
Specific objectives:1) Support preparation and development of training plan for targeted states/regions, including consultative planning workshops2) Facilitate orientation and training with Government teams on cIYCF at central level and state and region level for training of state and region trainers, 3) Develop and revise IYCF and BFHI training materials, job aids and supportive supervision materials as required.4) Support NNC state/region teams in carrying out supportive supervision activities in townships that have already been trained on cIYCF in 2016 and 2017, including joint visits with NNC state/region teams5) Conducts IYCF Review meeting and supports/updates recommendations made in the review meeting6) Support MoH to conduct ToTs on BFHI modules for maternity ward hospital staff7) Provide support to NNC in strengthening the national BFHI assessment team and quality of BFHI assessment8) Support MOH in orientation of stakeholders on national order on BMS code
Assignment Tasks andExpected Deliverables
1. Support MoH in review meetings for cIYCF roll-out and BHFI assessment, building upon implementation from 2016 and in preparation for 2017 activities

• BFHI training and assessment plans for 2017 developed and agreed with NNC• BFHI assessment conducted in one hospital (as per Government plan) with assessment rating and report available• Agenda for cIYCF roll-out review meeting developed and agreed with NNC

• Review meeting on cIYCF roll-out conducted in collaboration with NNC, involving NNC state/region teams, relevant SHD authorities and partners including UNICEF, and meeting minutes available in English• cIYCF job aids, tools, training materials are revised and improved based on field visit findings in 2016 and submitted to Government for approval

2. Support MoH in establishing supportive supervision and monitoring for cIYCF
End Product:
• A clear supportive supervision and monitoring plan for cIYCF is developed and agreed with NNC (including pathway, processes and tools)• A supportive supervision schedule is developed and agreed with NNC state/region teams in key states, Magway, Kayin, Rakhine

3. Support MoH in giving training to NGOs for establishing Community Support Groups for cIYCF second phase of BFHI ToT • Training materials on establishing a Community Support Group for cIYCF practices is developed

• Training conducted for at least 8 NGOs on Community Support for cIYCF, including training report• BFHI ToT conducted for 25 – 30 Government hospital staff

4. Support MoH in carrying out cIYCF central level refresher training and State/Regional level trainings

• IYCF refresher training conducted at central level with MOHS core trainers, including with training report
• State/Region level trainings conducted in Chin and Rakhine

5. Support MoH in carrying out supportive supervision for cIYCF in new states/regions
End Product:
• Joint supportive supervision conducted in two townships in Chin with NNC state/region teams and township public health nurses

6. Support MoH in scaling up BFHI assessment and training in selected hospitals

7. Support MOHS in bottleneck analysis and capturing lessons learned from cIYCF and BFHI roll-out in 2016-2017

• Stakeholder review meeting on cIYCF and BFHI roll-out conducted, including agenda agreed with NNC and meeting minutes available• Clear recommendations for future scale-up of cIYCF and BFHI are formulated and agreed with NNC

Qualifications of Successful Candidate
Qualification and specialized knowledge/experience required for the assignment:• Advanced university degree in a subject area related to one of the following disciplines: Child health, Nutrition, Public Health, Health Sciences, medical sciences, or other relevant discipline(s) • At least 8 years professional work experience at government level and/or with large national or international institutions delivering child health and nutrition services, program management• Demonstrated expertise in training and facilitation, especially in key technical areas including IYCF, BFHI• Excellent knowledge of the Myanmar health system. • Experience in institutional capacity development.• Good reputation among the professional medical community in Myanmar.• Proven ability to establish and maintain strong working relations with Government, UN agencies and NGOs. • Good skills in computer and software (Word, Excel, PowerPoint)
