About the mission
SI has been in Myanmar since 2008. For the first three years SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH sectors. In January 2012 SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population affected by the arm conflicts. End of 2012 SI also responded to an emergency situation by covering basic wash needs of the population displaced by inter-communal tensions in Rakhine State.
Currently, there are roughly 270 national staff and 18 expatriates working on post development, emergency and recovery programmes. There is a country office in Yangon, which opened in 2008, and oversees the following bases:
- Regional base in Sittwe (Rakhine) with three areas of intervention in Pauktaw, Rathedaung and Sittwe Townships;
- A base in Bhamo (Kachin) with a sub-base in Lwegel.
Each office is operational with a field coordinator and between 36 to 215 national colleagues. The biggest base is currently the one of Sittwe. A base is likely to re-open in Dry Zone, Chin, and Delta area. Each base is directly supported by the Coordination in Yangon, with the Admin Coordinator having a direct functional link with the two bases for issues under his/her responsibility.
About the job:
The program coordinator contributes to the development of Solidarités International strategy by proposing sector-based strategies for the whole activities.
He/she specifically the guarantor of the quality and suitability of proposed technical approaches and ensures the appropriateness between SI’s activities and general objectives and needs of the population.
He/she coordinates the project cycle and more particularly the operational monitoring of programs implemented in the intervention country.
He/she contributes to the capitalization process and the improvement of Solidarités International methods and techniques.
He/she supports the Country Director in his representing tasks in external meetings.
Human Resources
- The Program coordinator has a hierarchic link with 1 Reporting and Communication Officer (expatriate based in Yangon) and 1 MEAL manager (national based in Yangon). He/she has functional link with 2 Deputy Field Coordinators (the Deputy Field Coordinator in Kachin who has a hierarchic link with 2 national Program Managers and the Deputy Field Coordinator in Rakhine who has a hierarchic link with 3 expatriates Program Managers).
Representation
- Representation involves the WaSH and FSL clusters in Yangon (other cluster –CCCM/Shelter or working groups – protection, Cash are regularly attended too), regular meetings with donors and international community when required by the CD and regular coordination meetings with other WASH and FSL actors and partner INGOs. An increase of participation/identification of local organizations coordination structures is expected.
Your profile
Education: University level degree, preferably a Master degree in project management and/or WaSH or Food Security background.
Experience:
- Minimum 5 years professional work experience in a coordinator role in managing teams (including by remote control) + specific WASH and/or Food Security experience;
- Significant previous experiences in emergency contexts, early recovery programs and protracted crises;
- Experience in conducting technical assessment and project evaluation;
- Significant experience in an English-speaking environment;
- Significant experience in high level representation.
- Previous experience of consortium environment recommended
Technical skills and knowledge:
- WASH (70% preferred) and or Food security programming experience;
- Team management;
- Monitoring and evaluation;
- Report writing;
- Strategic thinking;
- Able to quickly understand complex situations and to coordinate emergencies, recovery and long-term programs;
- Good training skills.
Specific aspects of the position:
- Ability to spend 50% of his/her time in the field as the position requires frequent travel to the bases;
- Experience into participatory methods and mobilization in tensed community context;
- Excellent representation skills.
Languages:
- Fluent English (the mission is an English speaking /writing mission). Burmese and/or French are added assets.
Other desirable qualities:
- Must be very open and respectful of national and international colleagues;
- Show a clear calm, stable, mature and rational personality with a culturally sensitive approach;
- Willingness to work under challenging conditions and physical fitness to live and work in a tropical climate;
- Able to work under pressure, be dynamic and highly motivated to meet populations’ humanitarian needs;
- Advanced computer skills;
- Sense of humor.

Living conditions :
Security is considered very well in Yangon and in most parts of Myanmar. No restrictions for circulation or curfew are in place in Yangon but travel authorizations (TA) must be obtained for travelling to other sites, and to SI main field bases. The main tourist sites in Myanmar don’t require travel authorisations.
Money changer and ATMs are available in Yangon, but change of USD is restricted to brand new & clean notes.
Starting from 2012, the quality of the communication services have improved and the cost has decreased significantly. The roaming is very limited in Myanmar and one cannot send SMS outside the country, but the international phone calls are working well.
Driving in Yangon is reasonably safe, but requires adapting to right driver place into a right hand driving context.
The climate is hot and wet tropical.
Code of conduct: Although the Burmese are very pleasant, respectful and tolerant of foreigners, they are also very reserved and not used to foreign culture. It is therefore requested to wear decent clothes and behave respectfully in regard to local culture.
We offer
SI will offer you:
A salaried post: according to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 700 USD. Possibility of a “Family Package”.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
