Job organizational context:
Office based post with out-of-office duties and field visits, as required.
Chief of Operations (P4) provides guidance on non-routine matters. Guidance given by the supervisor/s for specific assignments, which may be checked while in progress.
No deviation permitted from rules and regulations. Limited interpretation allowed in consultation with supervisor/s and concerned colleagues.
Frequent internal and external contacts involving exchange of information, some of which may be of a complex nature, are required to perform the work effectively.
Purpose for the job:
Under the general supervision of the Chief of Operations or other professional officer. The incumbent provide support in the area of Operations (HR, Supply, ICT,Admin and Finance ) , in support of coordination and oversight functions of the office of chief of Operations for Beirut and the Zone offices.
II. Key function, accountabilities and related duties/tasks:
Summary of key functions/accountabilities:
1. Supports Chief of Operations in monitoring the implementation and compliance with administrative policies, procedures rules and regulation. Contributes to recommendations on the improvement of internal.
2. Assist Chief Operation noting and follow up on agreed action points from Operations meeting and field Visit. Keeps supervisor abreast of potential problem areas, prepares reports on administrative matters as required.
3. Provide administrative support and services to UNICEF field offices , where applicable, including preparation and funding of service contracts, monitor payments against contractual obligations
4. Assist other staff in the area of office management. Arranges for and/or attends meetings on day-to-day administrative matters; participates in discussions of new or revised procedures and practices; collects, documents information on bottlenecks and recommended solutions and follows up on the action actions
5. Prepares, on own initiative, correspondence, reports, evaluations and justifications, as required, on general administrative or specialized tasks which may be of a confidential nature within the assigned area of responsibility.
6. Assists in the preparation and monitoring of Operations cross sectoral budget applicable to staff and non staff costs, and maintains necessary budgetary control records
7. Follow up with Programme assistants of various programme and office of the Representative on matters related to Operations such as documents needed, or approvals, etc,…
8. Support effective working relations with other UN agencies, local authorities and implementing partners on issues relating to administrative matters through information exchange, collaboration and harmonization
9. Performs other duties, as required.
III. Impact of Results:
While decisions made are based on supervisor’s guidance, good knowledge of rules, procedures and practices in operations areas is essential to ensure accuracy in work.
Errors in application of rules could result in processing incorrect documents and lead to wrong reporting to the Country Office.

Education: Completion of secondary education. Training in administrative field is desirable.
Experience:Six years of progressively responsible clerical and administrative work.
Language Requirements: Very good knowledge of English and Arabic.
