Lebanon: FSL Program Manager

POSITION GENERAL OBJECTIVE

The position has two main objectives :

• At South base level, to monitor and oversee the implementation of all FSL porjects, to support the reporting of the projects and the identification and drafting of new FSL proposals, to organize, follow up and capacitate the project teams, ensuring that activities are happening according to the contractual agreements and the quality standards of Action Against Hunger.
• To support analysing the FSL humanitarian context area and support Action Against Hunger response strategy at both national and South base area.

POSITION SPECIFIC OBJECTIVES AND MAIN TASKS

Objective 1 : To ensure timely and quality implementation of FSL projects at a base level ( 34%)

In coordination with the FSL Co, Head of Base and MEAL Team, design the macro Programme Cycle Management tools, including: monitoring, Indicators MoVs, Activity Progress Reports, Budget follow Up, Project Procurement Plans, to ensure quality and timely implementation of the interventions;

To prepare a workplan for each project, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan;

To ensure monitoring and evaluation plan of the program is effective and functioning both for direct and indirect results of the projects;

To provide guidance to the project teams in weekly planning of activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with project workplan;

To prepare project materials alongside with the teams, such as IEC, training modules, workshops, etc.

To ensure timely procurement of goods and services for the programme and accurate, regularly updated, budget follow-up and forecast, in close coordination with the Logistics and Admin department;

Produce a department Dashboard, including multi-project data on beneficiaries, implementation levels, project maps;

To provide verbal and written reports to direct and functional managers on the agreed frequency

Objective 2 : To contribute to the comprehension and support the implementation of food security and Livelihoods strategy both in South Lebanon and at national level (33%)

Collect and evaluate information on food security and the living conditions of the populations

Identify the needs of the most vulnerable populations

Identify the needs of the vulnerable local population and propose how to meet these needs at a base level.

Actively coordinate with other agencies implementing food security and livelihoods projects

Direct involvement in the drafting of both FSL reports to donors and new proposals coordinating the field staff inputs and ensuring that are meeting the quality required

Represent Action Against Hunger in regional working group meetings in line with Action Against Hunger Lebanon Strategy and under the supervision of Head of Base and Food Security and Livelihoods Coordinator

Represent Action Against Hunger in food security and livelihoods meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers

Deliver a short report (1-2 pages) reflecting the food security and livelihoods situation in the targeted area with proposed solutions every quarter (every 3 months)

Objective 3 : Team Management (33%)

Mentor the Project team on PCM and FSL interventions;

Assess the capacity of the team on a regular basis, suggest and conduct trainings, and propose new recruitments whenever required

Ensure the team members are trained properly and performing duties according to the procedures

Supervise the project team (and indirectly supervise the field officers), assign objectives and plans of actions and control the quality of their work on a regular basis

Ensure the HR procedures and documentation are implemented and followed (attendance, leave, appraisal, recruitment, disciplinary actions, …)

Objective 4 : Security

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5 : Support humanitarian activities of Action Against Hunger

Support the emergency interventions of the organization as per the employee’s abilities.

Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

Salary & Benefits

We offer you to join a dynamic international network with the following remuneration package:

• Salary: from 1375€ to 1750€ gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.

• Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by Action Against Hunger)
• House and maintenance covered by the organization (including per diem): package estimated according to the destination.
• Travel costs to and from the mission.
• 25 working days of paid leave per year.
• Break: additional rest period, including travel cost to a reference area and economic help of 215€.
• Health, repatriation, travel and life insurance covered by the organization.
• Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action Against Hunger - Spain).
