Background Information – Myanmar

UNOPS Myanmar is under the UNOPS Asia Region Office and was established to support, develop and oversee UNOPS’ portfolio of programmes and projects in Myanmar which focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed.

The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of The Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM), as well as the Regional Artemisinin Resistance Containment Initiative (RAI). UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas.

UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS’ partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, NGOs and UN Agencies.

Functional Responsibilities

UNOPS is the Fund Manager for the Three Millennium Development Goal (3MDG) Fund, a multi donor fund supported by Australia, Denmark, the European Union, Sweden, Switzerland, the United Kingdom and the USA. The Fund was established in 2012 to provide support for health needs in Myanmar.

The three components of the 3MDGF are:

1. Maternal, Newborn and Child Health care. Increasing the availability and accessibility of essential services;

2. HIV, TB and Malaria. Support for specific interventions for populations and areas not supported by the Global Fund;

3. Health systems strengthening.

The detailed programme description is outlined in 3MDG Fund Description of Action, available on the www.3MDG.org website. The Three Millennium Development Goal Fund is a US $340 million investment in health in Myanmar. The programme represents a fundamental shift in terms of engagement with the Government of Myanmar. It will focus on maternal, new-born and child health, the three diseases as well as health systems strengthening.

Since the completion of the inception and start-up phases of the 3MDG Programme, the focus is now on the delivery of the strategic funding decisions. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Duties and Responsibilities

This position represents an exciting opportunity to work in Myanmar, within the field of UNOPS procurement, within a complex implementation environment and at a critical juncture for the country. It offers great exposure to the needs and realities of field work in UNOPS and a good opportunity to put corporate best practice and quality standards to a robust field test. The position aims to contribute to continuous improvement of corporate practices and facilitating a feedback circle to corporate policy makers in the field of procurement, contract management, supply chain management and Atlas ERP management. It provides in depth work experience in one of the largest multi-donor funds in the UN system, contributing to the 3MDG’s Procurement Unit (PU) and working closely with diverse stakeholders.

The surge capacity will work under the direct supervision of the Procurement Specialist who leads the Procurement Unit. The Procurement Unit in the 3MDG is responsible for the procurement of health related commodities for the Government and Partners of the 3MDG. The surge capacity will be responsible for the following work packages:

· Working with concerned stakeholders on procurement needs, providing technical support on specifications, cost implications and logistics for safe delivery both externally and internally;

· Finalising specifications and preparing shortlists based on needs and investigation of related market, identify suitable vendors with due consideration to price, quality, delivery time, warranty and after sale servicing where applicable;

· Developing and issuing invitations to bid, requests for quotation, and requests for proposals;

· Publishing procurement advertisements and awards and maintaining a database on procurement activities;

· Evaluating submissions to ensure technical compliance with the Fund's needs and cost-effective purchase of goods and services;

· Ensuring all procurement actions are conducted as required by the Fund according to UNOPS Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics;

2. Monitoring and Progress Controls

The key results of every individual personnel have an impact on the overall execution of the 3MDGF services in terms of quality and accuracy of the work. This position is a critical contribution to the FMO management capacity.

3. Qualifications and Experience

a.Education

Master’s Degree in Business Administration, Engineering, Quality assurance/Management, Procurement or any other related field is required. A first level university degree with additional 2 years of relevant experience is considered as equivalent.

b.Work experience and required skills

· Minimum 5 years of progressively responsible procurement experience is required;

· Experience in a large international organization preferably within the UN system would be an asset;

· Experience in procurement of health related commodities such as pharmaceuticals and medical equipment would be considered an asset;

· In depth knowledge of UNOPS procurement and financial rules and regulations is significantly desirable;

· Knowledge on pharmaceuticals and/or medical equipment is considered an asset;

· Knowledge on Atlas ERP System, particularly the Procurement module, is considered an asset;

· Knowledge of the Good Manufacturing Practice (GMP) standards established by the World Health Organization is an asset;

· Expert knowledge of international pharmaceutical procurement would be considered an asset;

· Computer literate including knowledge of Word, Excel, Power Point &Access is required. Knowledge of other software applications (such as databases) and ERP would be desirable.

c.Language Skills

· Fluency in oral and written English is required.

· Demonstrated ability to seek and apply knowledge, information, and best practices from within and outside of UNOPS;

· Demonstrated ability to work successfully in a challenging environment where resources are accounted for in a transparent manner;

· Ability to adhere to work assignments and meet designated deadlines

· Focuses on result for the client and responds positively to feedback

· Consistently approaches work with energy and a positive, constructive attitude

· Remains calm, in control and good humoured even under pressure

· Solicits feedback from staff about the impact of his/her own behaviour.
