Background
All We Can has been working in Burundi since 2011, where they are currently partnering with Solidarité Œcuménique pour l'Education et le Développement (SOEDC); Association Protection des Ressources Naturelles pour le Bien-Etre de la Population au Burundi) and Union Chrétienne pour l'Education et le Développement (UCEDD).
Given that All We Can will be exiting from Burundi in 2018, they would like to commission an evaluation to assess the impact of their work in Burundi as well as to improve the support to its partner organisations. For this reason, All We Can has selected UCEDD as the partner to be evaluated in 2017.
UCEDD’s work focuses on the integration, emancipation and transformation of the underprivileged, especially Batwa communities in rural areas of Burundi including the provinces/districts of Gitega, Karusi, Mutaho, Muyinga, Rutana, Kayanza, Ngozi, Muramvya , Cibitoke, Mwaro and Ruyigi.
Objectives
The main objectives for this evaluation are to: i) Assess the effectiveness and impact of the support provided to partners in strengthening their capacities. ii) Identify lessons learnt in the design and delivery of All We Can’s programme interventions and recommend strategic and operational changes that may be required to make it more focussed, relevant and sustainable. iii) Measure the impact of partner programmes aimed at improving the quality of life of target communities and beneficiaries.
Scope
The evaluation will be conducted in Burundi, specifically in the provinces/districts representing UCEDD s’ geographic focus. The evaluation will cover the period starting from 2011 to date, which includes the period when All We Can was called MDRF. Interviews and/or meetings with All We Can are expected to take place either in the London office or remotely.
Timeframe
All We Can is expecting the evaluation of UCEDD to take place during the month of June.
Methodology
The evaluation should use a mixed method approach combining both quantitative and qualitative methodologies including but not limited to a comprehensive document and literature review, stakeholder analysis, field visits, narratives, interviews and surveys. The evaluation should ensure that the perspectives of staff at all levels and the most disadvantaged members of the communities are heard including women, the elderly, and people with disabilities.
Evaluator's Profile
All We Can is looking for a consultant/team with extensive professional expertise and a solid track record in evaluating development assistance activities, particularly in the area of evaluating organisational capacity development. In addition, work experience in and knowledge of Burundi will be an added advantage. Interested applicants are encouraged to work with a national evaluator.
a. Education
- At least a postgraduate degree in social research or social science.
b. Experience
- At least 10 years of experience working in the development sector, of which at least 3 years being based in a developing country.
- At least 5 years’ experience in designing and conducting evaluations for Non-Governmental Organisations, especially qualitative evaluations using participatory approaches.
c. Knowledge
- Sound understanding of qualitative and quantitative evaluation methods
- Familiarity with qualitative and quantitative data analysis software, including data visualization
- Good knowledge of the organisational development approach especially with national NGOs
- Good understanding of the context of Burundi.
d. Skills
- Advanced written and oral communication in both English and French; knowledge of local languages would be an asset.
