In 2015, NRC’s operations in Lebanon provided assistance to more than 300,000 beneficiaries
Although Lebanon is not a signatory to the 1951 Refugee Convention, it has the highest number of refugees per capita in the world. The estimated 1.5 million Syrian refugees and 270,000 Palestinian refugees amount to over a quarter of Lebanon's total population.
NRC opened our offices in Lebanon in 2006 and through our Lebanon programme, we support everyone affected by displacement – refugees as well as host communities. We help them fight for their rights and overcome the everyday hardships they face. We focus on providing legal assistance and shelter, and advocating for refugee rights inside the country, regionally, and internationally. NRC has offices located in Beirut, Tyre, Tal Abbas and Zahle. Because refugees in Lebanon live side-by-side with the Lebanese, we also work to serve the local communities hosting displaced people. In all NRC projects, our experts work together to maximise the impact of our activities.
Overview
Commencing in March 2012, the NRC Information, Counselling and Legal Assistance Programme (ICLA) in Lebanon has been providing assistance to refugees, refugees from Syria (including Lebanese returnees and Palestinian refugees from Syria) and Palestinian refugees already in Lebanon. Currently, ICLA Lebanon has two main areas of work: (1) the Syrian refugee response and (2) the Palestinian refugee response. ICLA is present in the Bekaa, South, North and in Beirut, Mount Lebanon.
ICLA works closely with the other NRC Lebanon programmes and activities in order to build on existing relationships, encourage an integrated response, develop joint activities and benefit from NRC’s comprehensive understanding of the context.
ICLA services are provided by ICLA staff and ICLA consultants and lawyers, mainly through NRC community centres and extensive outreach work in the surrounding areas (which include mobile legal clinics in informal tented settlements). As part of the ICLA programme, NRC provides assistance (including advice and representation) on legal matters, with a focus on (a) legal status; (b) civil/legal documentation and (c) housing, land and property (HLP) issues.
Role Specific Information
Key Responsibilities:
Generic responsibilities (max 10)
Line management for project staff
Responsible for implementing ICLA projects in the Bekaa and ensure high technical quality consistent with ICLA Lebanon strategies and synergies with other core competencies
Provide regular progress reports to the Area Manager and the CC Specialist
Contribute to the development of strategies for the area and ICLA projects in the Bekaa
Support preparation of proposals (technical, financial and narrative aspects) related to ICLA projects in the Bekaa
Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements
Evaluation, review and quality control of ongoing and completed ICLA projects in the Bekaa
Contribute to identification of trends in conditions/standards and donor priorities and assess better ways to assist refugees
Training and development of ICLA staff
Ensure adherence to the ICLA tools and handbooks and other NRC policies
Represent ICLA in internal and external fora in the Bekaa, develop partnerships in the humanitarian community in the Bekaa and coordinate with authorities at local level
Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
· Consolidate the ICLA projects in the Bekaa, in coordination with ICLA Lebanon priorities and strategies
· Understand context of refugee and host communities in the Bekaa and work with ICLA team to ensure that ICLA project responds to the context and identified needs
· Responsible for development and follow up of detailed project work plans, procurement plans, spending plan, M&E plan and recruitment plan for ICLA projects in the Bekaa
· Strengthen the framework of the ICLA team in the Bekaa, including working with the ICLA Coordinator to identify strengths and weaknesses within the team and adapt team accordingly
· Train and coach ICLA Coordinator and other relevant ICLA staff members on project cycle management aspects of ICLA project in the Bekaa
· Represent ICLA and co-chair the protection working group on behalf of NRC and ICLA
· Develop the capacity and responsibilities of ICLA national staff in the Bekaa, including development and transfer of management aspects of ICLA project in the Bekaa to national staff
Our Ideal Candidate:
We are seeking a candidate who has Minimum 3 years’ experience from working as a Project Coordinator/Manager in a humanitarian/ recovery context.
Solid project management skills and ability to manage multiple project in a big scale programme. NRC is the referral organization in Bekaa, the candidate should have excellent coordination skills to manage the referral process.
Strong people management skills, this person will be managing a big team of skilled employees in the ICLA programme in Bekaa.
Working well under pressure, and coping with competing demands in the field. Organized person who is able to prioritize at work.
Some knowledge of the context in Lebanon and Arabic language are an advantage.

Additional Information:
Contract period: 24 months
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Bekaa with up to 50% travel.
Approved health certificate will be requested before contract start
