We are looking for our interventions in South Lebanon for a
Grants and Reporting Coordinator H/F
Location and working conditions: South Lebanon, Post based in Tyre with regular travel to Saida, and ponctual trips to Beyrouth. Budget granted until the end of the year – contract renewal dependent on funding.
Activity rate: 100%
Start date of post: as soon as possible
Duration : Limited duration contract 12 months
Deadline: Terre des hommes does not set closing dates for this position; recruitment is ongoing until the position is filled.
Conditions:
Swiss salaried contract 3'600 Chf (3100 €) < > 4'800 Chf (4200 €)/ month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Context :
Lebanon is the country with the highest per capita ratio of refugee worldwide, 1 inhabitant out of 3 is displaced from Syria or Palestine. According the UN agencies, in December 2016, Lebanon hosted 1.011.366 registered – 1.5 million with the unregistered - Syrian refugees, besides about 450,000 registered Palestinian Refugees living in 12 official camps across the country. This has an impact at all levels, putting a significant strain on the local resources, infrastructures and services, exacerbating already limited capacities and deteriorating the social cohesion. In this context, major child protection concerns such as gender-based violence, child labor, early marriage, school dropouts and negative coping mechanisms are widespread and increasing.

Main responsibilities :
The Grants and Reporting Coordinator is in charge to draft, write and finalize all grant proposals, as well as contract modifications, donor communication and reports. S/He is in charge to develop and strengthen, by providing daily support and punctual trainings, the Tdh staff’ and Tdh partners’ skills related to proposal and reporting development and writing. With the support of the Communication Officer, who is under her/his supervision, s/he is also in charge, upon request and depending of needs, of a range of regular and ad hoc reports and communication tools used for both internal and external dissemination of information.
Under the supervision of the Country Delegate and in close collaboration with the Program Coordinator and the Q&A Coordinator.
GRANTS MANAGEMENT
- Actively participate in fundraising to donors at all stages:
Do the identification and mapping of donors; Create a Grants Opening Checklist; Play a lead role in grants kick off meetings; Contribute to the communication with donors (including letters of interest), in close collaboration and under the supervision of the Country Delegate.
Projects design, concept notes writing, full proposals writing, donors interim (monthly and quarterly) and final reports writing and all supporting documents, including logframes, workplans, etc., in close collaboration with Program Coordinator and Q&A Coordinator.
- Maintain grants files for all unique grants, including agreements, proposals, revisions, reports, etc.;
- Keep an up-to-date file of follow-up, detailing relevant informations on ongoing signed Grants, submitted Grants and upcoming opportunities;
- Support programs compliance and internal control procedures according to internal and donor regulations, in close collaboration with Program Coordinator and Q&A Coordinator.
REPORTING
Generally:
- In close collaboration with Program Coordinator and Q&A Coordinator, helps to ensure the correct flow of operational information within the delegation.
- In collaboration with the Communication Officer and on the basis of informations provides by the Program Coordinator and the Q&A Coordinator, use the consolidated data from the field in order to develop communication tools (for internal and external use) - including maps, success stories, testimonies, one-pagers, infographics, etc., - to present Tdh results in an attractive way in compliance with the Tdh graphic chart;
- Generally, ensures timely submission, high quality and compliance with the Tdh graphic chart and/or the donors requirement of all documents produced.
- The Grants and Reporting Coordinator stays abreast of situational developments, obtaining information from both internal and external sources to contextualize the work of the Tdh Lebanon Country Team;
External:
- In close collaboration with Program Coordinator and Q&A Coordinator, coordinates, prepares and finalize donors concept notes, full proposals and reports and submits them for confirmation to the Country Representative by complying with internal confirmation deadlines and external contracts expiration dates;
- Keep an up-to-date file of Reporting follow-up in order to ensures timely submission of all Grants documents (concept notes, proposals, reports) to the Country Representative for final validation before the submission to donors.
- Ensures high quality and compliance with donor requirement of all documents produced;
Internal:
- Coordinates, prepares and finalize the Annual Institutional Program Activities Reports and ensure their high quality and timely submission to the Country Representative and then to the HQ;
- Collacte, classify and store program information documents such as donor proposals, reports, pictures and videos for easy access and retrieval;
- Support partners in high quality reporting through the development and standardization of reporting tools;
INTERNAL AND EXTERNAL COORINATION
- In collaboration with Program Coordinator and Q&A Coordinator, for each new project or new phase of project the Grants and Reporting Coordinator takes the lead in the organization, coordination and conducting of the kick off meetings;
- In collaboration with Program Coordinator and Q&A Coordinator, for each final end of project or end of a specific phase of project the Grants and Reporting Coordinator takes the lead in the organization, coordination and conducting of the closure workshops;
- Participates as an active member in internal coordination meetings, in which s/he present a detailed review of status of current signed Grants, submitted Grants and upcoming opportunities;
- At the request of the Country Representative, he/she represents the organization locally to partners, donors, NGOs, International Organizations and local authorities, and reports interview findings to the Country Reprsentative and the Program Coordinator.
HUMAN RESOURCES AND LINE MANAGEMENT
- Has a hierarchic line with the Country Delegate to whom (s)he reports;
- Has a functional line with all departements (Programs, Q&A, Admin.&Finance and Log.&Security) in the delegation, however works more especially on a daily and close basis with the Program Coordinator and the Q&A Coordinator;
- Directly supervises the Communication Officer (under national contract);
- Encourages effective team work, especially on issues related to cross-sectoral collaboration;
- Is in charge to develop and strengthen the skills in term of proposals’ development and reporting’ writing, of Tdh staff and partners by organizing and providing daily support as well as punctual trainings;
- Ensures the coaching of any collaborator under her/his responsibility, from the recruiting to the final collaboration reports. Uses the good practices so that her/his management respects the values of Tdh;
- Evaluate the staff under her/his direct responsibility on a regular basis and pass on the evaluations and recommendations to the Country Representative of Delegation;
- Promotes and encourages a culture of compliance and ethics throughout Terre des Hommes Lebanon. As applicable to the position, maintains a clear understanding of Tdh’ and donor compliance and ethics standards and adheres to those standards. Communicates these values to staff and to partners and requires them to adhere to these values.
CHILD PROTECTION POLICY
- Knows and implements institutional policies on security, child protection and fraud prevention;
- Commits to ensure the best implementation possible of the Tdh Child Protection Policy in her/his area, including participation in annual audit, and reviews and updates of action plan;
- Commits to inform the Country Representative and/or the Program Officer and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.
SECURITY
- Respects Terre des hommes security procedures in Lebanon.
Function details :
The Grants and Reporting Coordinator (OC), based in Tyre, reports to the Country Representative, based in Beirut and works in close collaboration with the Program Coordinator and the Q&A Coordinator both based in Tyre.
S/He is in charge of:
- Taking the lead and be the proactive focal point for each stage of the fundraising process in the Tdh Lebanon Delegation. That means, inter alia, identify and map donors as well as draft, write and finalize grant proposals, contract modifications, interim and final reports, donors communication, etc.
- Drafting, writing and finalizing an annual institutional report for each projects, as well as a range of regular and ad hoc reports and communication tools used for both internal and external dissemination of information.
- Regarding these latter, the communication tools, with the support of the Communication Officer, who is under her/his supervision, s/he is in charge to develop this communication material such as sucess stories, testimonies of beneficiaries, videos showing and underlining the impact of Tdh projects in Lebanon, one-pagers for each Tdh approaches, projects, links with international campains, etc.
- Finally, s/he is in charge to develop and strengthen, by providing daily support and punctual trainings, the Tdh staff’ and Tdh partners’ skills related to proposals’ development and reporting’ writing.
S/he will have direct access to information, such as the general strategy of Tdh in Lebanon, including programming objectives in the field, financial details, and security guidelines.
A professional sense of security, confidentiality, and proper representation is paramount.
The incumbent will conduct her/his duties in respect of the Charter of Terre des hommes and Tdh Child Safeguarding Policy. Terre des hommes expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.
Profile :
- Excellent competencies in reports writingand editing (strong, impactful and concise messages) in order to produces high-quality reports;
- Extensive knowledge of the relevant programs (Child Protection in a longer-term approach/LRRD/protracted crisis/resilience);
- Analytic skills;
- Organizational competencies, discipline, and compliance with deadlines;
- communication skills, ability to lead and coordinate processes across a number of departments;
- Ability to adapt, to be flexible and to cope with stressful situations and frustrations.
- Strong knowledge of project design and experience in project development (skills in M&E is especially important);
- Determination and proactivity in professional commitment;
- University degree in International Development and/or in a relevant field of study;
- At least three years of experience with an international humanitarian organization – in Lebanon or in Middle East Region is an advantage;
- Experience writing proposals and managing information related to development project – in protracted crisis context is an advantage - and reporting to donors (OFDA, BPRM, DFID, ECHO, UNHCR, OCHA, etc.);
- Competent in MS Excel, word processing, Power Point, and tools useful in information management and program reporting such as mapping.
- A perfect fluency in English (reading, speaking and especially writing) is a must
