Handicap International is composed of 2 operational divisions:
• Humanitarian action division (DAH)
• Development Division (DAD)

CONTEXT
Handicap International’s Humanitarian Action Division Syria crisis related emergency intervention is implemented in the region since May 2012, and is supported by ECHO, BPRM, CIDA, DFID, Swiss cooperation agencies and other private donors.
Handicap International’s initial intervention aimed at supporting persons with injuries and other vulnerable groups (including persons with disabilities, elders, among others). Handicap International continues to be one of the few organizations explicitly addressing the specific needs of these groups through community outreach, and by collaborating with community representatives, local stakeholders, authorities, and other implementing organizations in the field.

Within the frame of its emergency response to the Syrian crisis, Handicap International is present in Lebanon in North and in the Bekaa. HI intervention is currently designed upon two pillars which are: i) to enhance the capacities of local actors involved in physical rehabilitation and related psychosocial support services provision with a middle term vision and ii) to maintain a capacity to respond to acute needs through HI direct services and / or referral to other assistance stakeholders.

HI objective is to progressively enhance the provision of physical and functional rehabilitation and/or psychosocial services by local structures (local NGOs, private/public structures) by growing collaboration and capacity building aiming at promoting the continuity and sustainability of services for most vulnerable communities in Lebanon.

DESCRIPTION

Under the supervision of the Head of mission, the expatriate will have to coordinate the implementation of HI projects in Lebanon in line with its strategy for 2016, with a specific attention to program quality, accountability and relevance as regards to most vulnerable crisis affected persons’ needs and connectedness with the interagency response in the country.

The complete job description will be shared with short-listed candidates. The Program Coordinator is expected to be flexible according to the mission’s needs and accept extra duties upon request from the Head of Mission.

Management relationships (N-1):
• Monitoring & Evaluation Manager
• Mental Health and Psychosocial Support Technical Advisor
• Physical Rehabilitation Technical Advisor
• Country Database Manager

Functional relationship:
• Field Coordinators (North –located in Tripoli- and Bekaa –located in Zahle)
• Project Managers (one in both bases in charge of implementing the different components of HI intervention in their respective areas)
• Support departments at coordination level (Administration coordination covering HR and Finances, Logistics coordination).

PROFILE

• 5 years minimum experience at a coordination position in the Humanitarian field mandatory
• Relevant previous working experience in a conflict or post conflict environment
• Knowledge of humanitarian assistance intervention in an emergency context;
• Ability to work well in unstable security environments with a high level of administrative and programmatic pressures
• flexibility in adapting to changing
• Strong communication, team work and training skills, capacity to motivate and mobilize international and national teams
• Strong organizational and planning skills, ability to handle multiple tasks at one time
• Strong ability to coordinate and contribute to the drafting of quality project proposals and reports
• Ability to work with culturally diverse groups of people

CONDITIONS

  • Salaried contract. Salary according to the position and experience of the candidate
  • 457€/month of expatriate indemnity + cost of living index
  • Starting date: 15/01/2016
  • Length of the assignment : 6 months
  • Housing : Collective, paid by Handicap International
  • Insurance package: Ilness insurance, retirement pension, repatriation
