Myanmar: Protection Project Manager, Shan State, Myanmar

The Danish Refugee Council (DRC) is seeking a dynamic and capable Protection Project Manager to start up DRC's activities in Shan State with a focus on protection and a drive towards finding solutions to situations of recent and protracted displacement.

DRC has worked in Myanmar since 2009 and its work today spans across the country based on the work of more than 200 dedicated national and international colleagues.

In Kachin and Shan State, armed conflict have since 2011 displaced more than 100,000 IDPs. To address the persistent humanitarian needs, DRC works in formal consortia with other humanitarian actors to deliver coordinated, multi-sectoral programming where protection is the foundation and programmatic lens of DRC's work.

In response to recent armed escalations, DRC is now seeking to set up a formal presence in Shan State. To lead this work, DRC is looking for candidate with the required energy levels, ambitions and experience to lead such a start-up and initiate the delivery of quality protection programmes on the ground besides engaging in strategic partnerships including with other consortia members.

Duties and Responsibilities

The Protection Project Manager is a critical and important position for DRC.

The candidate is expected to bring solid management and leadership, the ability to drive forward operational and programmatic elements and the required social skills to engage with consortium partners of DRC and represent DRC in front of authorities and other stakeholders.

Among the key areas of responsibility will be:

· Manage, supervise and monitor the timely implementation of DRC’s activities in Shan State. Activities will include but not be limited to protection monitoring, case management, capacity building efforts and advocacy;

· Engage proactively in humanitarian coordination and deliver protection trainings to DRC staff, consortium partners and stakeholders more widely;

· Develop new programme initiatives and funding opportunities for DRC in Shan State;

· Supervise the work of DRC staff and ensure that office matters, incl. admin/finance, HR, procurement and logistics, are in compliance with DRC’s policies;

· In close coordination with DRC’s Safety Manager, monitor the security environment and implement appropriate safety and security procedures (MOSS compliant);

· Ensure timely and accurate financial monitoring and reporting of the project portfolio;

· Engage in Programme Management Committee meetings with consortium partners on regular basis.

The Protection Project Manager will report to the DRC Programme Manager for Kachin/Northern Shan State.

About you

The qualified candidate is strong and independently working with proven protection programming experience. The candidate is very familiar with humanitarian principles and practices, has some background in representing an international organization to external partners and authorities and good social skills.

The ideal candidate represents the majority of the below mentioned areas:

· At least 4 years of experience with international humanitarian programmes - ideally in displacement-related contexts

· At least 2 years of experience with implementing protection activities on-the-ground

· Solid management skills including handling of human resources

· Demonstrated ability to conduct trainings and capacity building activities on protection and human rights related topics, including on-the-job coaching of national staff

· Proven advocacy skills with engagement on protection issues within the humanitarian infrastructure

· Experience of project cycle management including proposal writing, budget monitoring and reporting

· Ability to work both independently and as part of a team

· Professional fluency in English

· Prior knowledge of working with DRC and/or in South East Asia will be considered an asset

Duty station

Shan State where frequent travel within the State, to Kachin and Yangon is to be expected.

We offer

DRC will offer the successful applicant a contract for 2016. Envisaged start date is February 2016 or soonest hereafter. Salary and conditions will be in accordance with DRC’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. The position is placed at level A11. Shan State is considered a non-family duty station.
