Myanmar: Senior Development Planning Expert

Tasks and responsibilities of development planning experts shall include but not be limited to the following:

  1. Needs/necessities in engagement between the Central Government and states/regions: to identify needs in Central Government-to-states/regions and/or states-to-regions engagement/coordination in national development projects.

  2. Training: Develop short-term and long-term training plan for the officials working in the planning department, and specific training for ToT: at the national level (Ministry of Planning and Finance and other key ministries) at the sub-national levels.

  3. Workshops/seminar: Plan, develop and deliver workshops/seminars on selected priority topics to the Union Ministries, states and regions connected with planning.

4.Organisation of knowledge Sharing visit/s: The expert facilitate ‘study visit/s for the senior officials working in the Planning Department to learn international experiences of Planning and Budgeting System from Asian Countries( example ; India, Sri Lanka, etc..) and international experiences of Good Governance from Europe (example; Netherlands, Norway, Switzerland, etc..)

  1. Preparation of a Guide Book for planning: to prepare guide book/manuals on general planning system, ToT training and training system for the planning department.

  2. Provide necessary support/ coaching/ guidance to the department officials, and contribute in drafting project reports.

Expected Outputs

· Individual monthly report with an update of activities carried out and planned activities for the next period. These concise monthly update should be also shared with the government counterpart and the EU Delegation.

· A final mission report covering the entire assignment duration and offering a comprehensive overview of the activities undertaken, outputs delivered as well as short term, medium term and longer term recommendations for strengthening the Planning Department

· A Guide Book on policy and planning system, and a Manual on Training system applicable for the Planning Department.

· Training of trainer’s course, training materials; Workshop materials and workshop report.

· Deliverables will be discussed in detail with the experts and the recipient authorities at the time of the briefing meeting.

· The experts are responsible for all their deliverables, reports and presentations.

Unless stated otherwise, all outputs shall be provided in English language and in electronic format.
