BACKGROUND INFORMATION
The SIRP is an Action undertaken in a consortium consisting of the Norwegian Refugee Council (NRC) as consortium lead, Swiss Development Cooperation (SDC), Knowledge and Dedication for Nation Building (KDN), and ActionAid Myanmar (AAM). The Actions is overseen by a Steering Committee made up by the aforementioned partners, while the day-to-day management is governed by the Secretariat. In line with the overall objective stated in the Action, the SIRP consortium partners implemented a range of activities, including training of Fellows and community-led development of Village Books, training in Active Citizenship and Peace Building, as well as education, health, infrastructure, and water, sanitation, and hygiene (WaSH) and activities. These efforts collectively contributed to the specific objective for the Action: “The most marginalized and vulnerable conflict-affected uprooted people and their host communities, in 89 villages of Mon and Kayin States and Tanintharyi Region, have been empowered, and have improved access to basic education, primary health care, water and basic sanitation facilities.” Based on participatory planning processes, the targeted communities have defined their priority needs to which Action staff and other stakeholders have flexibly responded with a range of services and products.
PURPOSE OF EVALUATION AND INTENDED USE
The main purpose of this evaluation is to engage all partners in the EU required final evaluation for SIRP under DEVCO (former Europe Aid) funds (AUP), to conduct and complete a thorough final evaluation that covers the grant from Dec. 2012 to August 2017, including two donor approved extensions and to produce a final evaluation product/document that will inform achievements of the project including lessons learned and sustainability of the project activities. The final evaluation will also include an assessment on the strengthened resilience of targeted communities and beneficiaries.

EVALUATION CONSULTANT SKILLS AND EXPERIENCE
Experience of impact level and participatory evaluation, preferably from the region
Knowledge and experience using qualitative methods, such as most significant change approach, focus group discussions and key informants interviews
Experience conducting gender sensitive evaluations and inclusive programming evaluations
Knowledge of NGO operational systems
Experience of leading at least three evaluations – including collecting and analysing qualitative and quantitative data.
