TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.
Consultancy - Protection Advocacy Officer
Description of Duties and Responsibilities
Under the direct supervision of Field Protection Officer and OSO Team Leader and in accordance with established Agency Policy and Procedures, the incumbent will:
· On the basis of the information collected, prepare reports, presentations or reports to stakeholders Internal and external, and respond to requests for information;
· Identify target audiences for communication and advocacy actions and contribute to the development of policy positions and key messages on protection issues faced by Palestine refugees in Lebanon;
· Review / analyze data on protection issues to extrapolate relevant information, identify trends and develop appropriate responses;
· Strengthen the capacities of staff, particularly within the Protection Unit, and improve its tools and methods for data collection, reporting and protection response;
· Launch, coordinate and implement advocacy initiatives, including designing a plan of action for cooperation with external interlocutors;
· Establish networks with and maintain close cooperation with other United Nations agencies and international organizations carrying out protection and advocacy activities in order to find areas of cooperation and knowledge-sharing; and contribute to greater awareness of the situation of Palestine refugees in Lebanon among humanitarian and development stakeholders;
· Develop methodology and monitor progress, impact and outcomes of interventions with authorities and other advocacy targets;
· Assist in any other tasks requested by the Field Protection Officer.
Essential Qualifications and Experience
· A university degree in Law, Social or Political Sciences, International Relations, Development Studies or related Fields, with a focus on International Human Rights, International Humanitarian Law and/or Refugee Law.
· A minimum of two years of relevant experience at national and international level, including at least one experience in Human Rights, Humanitarian International Advocacy and at least a year of Field work.
· Experience related to refugees/IDPs in complex emergency settings. Familiarity with Protection and Human Rights topics
Competencies
Highly developed verbal and written communication skills, including the ability to explain difficult issues and to synthesize complex issues in report and presentation’s conclusions; ability to listen to and correctly interpret messages from others and tailor language, tone and style to match audience when disseminating information;
In depth understanding of the concept and practice of Protection Advocacy, in particular in situation of emergency at national and international level;
Capacity to quickly acquire a broad understanding of the political and operational context in Lebanon, as well as of the conflict and Human rights situation in the country and region. Strong analytical skills;
Excellent organizational skills, autonomy, discipline, sense of initiative and capacity to work under pressure and respond to competing priorities;
Effective at coordinating work in a multicultural working environment;
Political and cultural sensitive.
CONDITIONS OF SERVICE
· The consultant will be based in Lebanon;
· The duration is 11 months;
· Remuneration for this consultancy will depend on the qualifications and experience of the consultant.
