Job organizational context:

The Supply Assistant reports to the Contracts Officer under the overall supervision of the Contract Specialist.

Purpose for the job:

In 2015, UNICEF LCO procured supplies and services for USD 50 million. For 2016, an increase in the supply procurement of 50% is anticipated with the aim to cover more children under the UNICEF programmatic response than in 2015 and considering the LCO three pillar strategic approach with its main emphasis on the response to humanitarian and emergency needs, ensuring equal access to quality services and the strengthening of Government systems and infrastructure (HRRP 2016) and an anticipated financial requirement increase of 50%.

Under the direct supervision of the Contracts Officer, the Supply Assistant will ensure accurate and timely processing of procurement requisitions, supports procurement and contracting processes including drafting of tender documents, purchase orders/contracts and follows through to closure of the order, with the overall goal of meeting the needs and requirements for UNICEF LCO.

III. Key function, accountabilities and related duties/tasks:

Summary of key functions/accountabilities:

  • Initial review of Purchase Requisitions / Sales Orders to ensure completeness and appropriateness of specifications/Terms of Reference. Drafts tender documents (Requests for Quotations, Invitations to Bid, Requests for Proposals), and supports the implementation of the tender process.
  • Supports sourcing of relevant suppliers of goods and services.
  • Supports evaluations of offers through e.g. preparation of tabulation sheets, and assists in analysis of offers.
  • Drafts submissions to Contract Review Committee.
  • Drafts contracts and/or purchase orders.
  • Ensures appropriate documentation of processes and data is kept on file.
  • Maintains all data to ensure correctness and availability of information for source and availability plan, logistics plan, delivery plan and actual delivery schedule.
  • Prepares Direct Orders (Purchase Orders) against existing Long Term Arrangements (LTA) ensuring that the LTA has valid quantities and the availability lead-times meet the requirements.
  • Works closely with suppliers to ensure quality assurance and timeliness of deliverables.
  • Ensures continuous availability of data related to procurement including forecasting, requisitions received, orders placed, incoming goods, actual delivery schedules. Prepares periodic reports, and ad-hoc reports as needed.
  • IV. Impact of Results:

    1. Implementing established rules and operating procedures will enable to office prepare for supply operations efficiently through reduction of storage cost as the ratio of direct deliveries to partners can be pursued on regular basis.

    2. The incumbent will support programme sections in defining the adequate specifications of the supplies required. The incumbent will further provide guidance on best sourcing options and availability lead times of the supplies. While the final decision will be made by the Head of Sections, program specialists and Head of Supply, the advice provided will allow for more efficiency in the programmatic response, both in terms of quality of products as well as the timeliness of the availability.

  • VI. Recruitment Qualifications:

    Education:

    Completion of secondary school education and training in procurement, planning and/or negotiation skills. Certification in supply chain, procurement or logistics is an advantage.

    Experience:

    Minimum 5 years of progressively responsible work experience in supply and procurement.

    Language Requirements:

    Proficiency in Arabic and English is required.
