Job description including qualifications and competencies:

Intro: TDH- IT is implementing an EU- funded (‘Madad Trust Fund’) education project, ‘Back to the Future’ in consortium with AVSI (lead agency) and War Child Holland. The consortium will support formal and non-formal activities for vulnerable preschool and school aged boys and girls (over 3 years old) in Lebanon and Jordan. Activities include; school rehabilitation, remedial classes, foreign language classes, homework support and PSS activities.

Job Summary

Terre des Hommes Italy (TDH- IT) is recruiting an M and E Manager to design and manage the implementation of the project’s monitoring system and to take M and E decisions/represent at consortium level. The M&E manager should have proven previous experience in M&E activities together with experience in managing mid-term interventions in Middle Eastern countries – with a focus on Education and/or PSS and/or Protection – advanced communication and negotiation skills, a perfect command of CM and the EU financial and administrative procedures, and the ability to work in partnership with organizations and institutions of different backgrounds.

Main Duties and Responsibilities:

  • Based on the approved Consortium’s Programme Document and Logframe:
    Design appropriate M&E tools with the support of the Consortium Area Managers and M&E officers;

  • Harmonize monitoring and evaluation tools, mechanisms and practices in the areas of the Consortium’s operations.

Support the Programme Management in:

  • Designing tools and SOPs related to the implementation of needs and vulnerability assessments aimed to select project beneficiaries;

  • Designing tools and SOPs aimed to monitor project activities implementation against work-plan and Logical Framework.

  • Designing and carrying out qualitative surveys aimed to assess the impact of the activities.

  • Training consortium M&E officers and Area Managers on M&E tools, database use and data interpretation to improve data for decision making;

  • Provide regular feedback to the Programme Management based on the analysis of the quantitative and qualitative data collected at the area/country levels.

  • Perform program quality assurance activities such as; data quality audits, partners capacity assessments, mid-term and final reviews, field monitoring and evaluations;

  • Provide technical feedback on the Consortium’s reports submitted to the donor

Experience/Skills:

  • Master in Sociology and/or of Education, master in Planning and Public Management or relevant fields

  • 3 to 5 years of applied experience with humanitarian organizations in designing, implementing, reporting monitoring and evaluating interventions focused on Education, Protection, PSS;

  • Full understanding of EU procedures (PRAG 2016)

  • Demonstrated experience in database design and other information management tools.

  • High proficiency in MS Office Access, Excel, Word processing, Power Point.
    Acquaintance with statistical packages (SPSS);

  • Fluency in written and spoken English is essential. Arabic is an asset.

Priority will be given to applicants with previous working experiences in Middle East Countries and those who have previously worked in consortium.

Language/s (and level required: working language skills, good, excellent, writing skills):

English: Excellent; Arabic: it is an asset

Total period and starting date: Indicative start date is 1st July 2017. Total period:24 months based on one year contract, renewable.

Salary: Based on experience and TDH Salary Scale
