Myanmar: Logistic Base Manager – Sittwe- Myanmar

About the mission

SI has been in Myanmar since 2008. For the first three years SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH sectors. In January 2012 SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population affected by the arm conflicts. Since 2012 SI has also been responding to an emergency situation by covering basic wash needs of the population displaced by inter-communal tensions in Rakhine State.

SI has currently a coordination base in Yangon, with field bases in the Rakhine and Kachin States. Each office is operational with a Field Coordinator and between 35-200 colleagues.

In Rakhine/Sittwe, there are 8 international staff: (1 Field Coordinator, 1 Deputy Field Coordinator, 1 logistic Manager, 1 Administration Manager, 2 WasH Program Managers, 1 FSL Program Manager, 1 FSL/WaSH Activity Manager) and 214 national staffs. One new position of Deputy Admin Manager is being open at the same time as the opening of this position.

About the job:

She/He will manage the Rakhine Logistics team that comprises 1 expatriate (Procurement Logisitican) and 17 ‘office’ national staffs, in charge of supply management, fleet (both boats and cars) management, equipment and IT, warehouse management, logistics HR and reporting and drivers (boats+ cars) and watchmen.

The team is divided into 4 poles: 1 gathering supply/stock team and operational team for Sittwe base, 1 for Pauktaw, 1 for Rathedaung and 1 for Sittwe camp.

Meanwhile, she/he supports Field Coo to implement safety and security rule.

The main challenges of the position are:

The main challenges for this position are as follows:

· Supply Management: carry out the procurement chain

· Vehicle Fleet Management: Ensure that all transportation and fleet management on the base, strictly follows Solidarités International’s guidelines, protocols and procedures

· Equipment/Telecommunications/Durable equipment Management: Ensure that equipment are well monitored according the Solidarités International’s guideline protocols and procedures

· Human Resource Management: Follow the organization of the Logistic team, detecting the potential skills of them encouraging their capacity building

Responsibilities

Supply Management

· Supervise that purchasing timelines are duly updated, taking into consideration procurement tables, operation timelines along with contextual and procedural logistical constraints

· Validate and process requests for quotes and internal order forms according to Solidarités International purchasing procedures in collaboration with Coordination team when required

· Ensure that budgetary lines related to logistics are monitored and observed

· Support his Deputy in the suppliers’ selection process and if necessary, helps to negotiate prices, deadlines and delivery methods

· Ensure that purchasing documents are complete, archived and compliant with Solidarités International procedures/guidelines for audit purposes and ensure their regular sending to coordination or upon request in case of audit

Vehicle Fleet Management

· Supervise the planning and execution of maintenance and repair work for base vehicles

· Supervise the vehicle movement schedules and ensure that transportation requests (goods, equipment and staff) are timely covered and through appropriate means

· Check that vehicle log books are in place and are correctly used

· Ensure that all vehicles (boats and cars) have accompanying administrative documents (responsibility discharge per example)and that these are correctly/timely filed and monitored

Equipment/Telecommunications/Durable equipment Management

· Help to optimize distribution of equipment according to requesters’ needs

· Supervise regular physical inventories of equipment and systematically at the end of a donor’s contract. Submit the collected data to Logistic Coordinator for follow up and validation

· Ensure proper installation and setting of equipment and manages their good operation, maintenance, repairs and ensure a proper follow up of their consumption

· Support, if needed, her/his Deputy in bringing technical assistance to teams and organizing training sessions

Stocks Management

· Select storage locations (office and camps) and create plan for the development and security of these sites

· Ensure that the flow of goods (YGN-STW and STW-camps) is well monitored and facilitate on-site inspections of stored goods

Human Resource Management

· Recruit and ensure regular trainings of the logistics team

· Conduct directly or support her/his Deputy in the performance reviews for the members of the logistics team

· Support the selection, follow up and payments process and grid of the Daily Workers in camps

Security

· Implement team safety measures as determined by his direct Manager and the Coordination team

· Train teams in safety rules and procedures

Reporting/Capitalization

· Ensure efficient and timely circulation of logistics information (supply, stocks, fleet…) to the teams: base, camps and capital

· Ensure the compilation of price and supplier lists, as well as information in use (import-export, exemption, taxes)

· Provide the Logistics Coordinator with all information needed to draft intermediary and final reports (equipment lists, donations, check of operating costs…)

· Prepare logistics documents for ongoing audits

Your profile

Education: Bachelor degree in logistics management, Bioforce or equivalent. Technical degree (construction, mechanics, electricity…) is a plus.

Experience: Minimum of 1 years of international experience, preferably in emergency or humanitarian contexts; experience in complex ethnic and/or religious contexts preferred, sensitive environments (post-conflict, conflict), IDP/refugee camp experience is an added value.

  • üPrevious experience in similar position.
  • Proven experience of project management in NGO / humanitarian fields.
  • Proven Experience in team management and in training, capacity building.

Technical skills and knowledge: Knowledge in logistics, skills in supply chain, stocks and equipment management, fleet management, IT, human resources. Knowledge in speed boat engine maintenance is a plus. Software to manage: Microsoft Office.

Transferable skills: Diplomacy, tact and sensitivity in dealing with ethnic division in tensed environments, good social skills to work as part of a large team and live in shared accommodation (up to 8-10 people at times).

Languages: Good level of English essential

Other desirable qualities: Myanmar, or at least South-east Asia, experience preferred.

[Living conditions : ]

Sittwe is the capital of the Rakhine State.

From Yangon, it takes 1 hour by flight to get to Sittwe. There is constant flight all the week between Sittwe and Yangon.

The office and expat guesthouses are situated in Sittwe town.

The guesthouses are equipped with basic furniture (beds, tables, cupboards…) and mosquito nets, bed linen, towels and fans. A cook can prepare dinner upon request.

The guesthouses are very comfortable (hot water in the common bathroom, private bathroom in almost all the rooms, AC in rooms, etc…). There is a big kitchen for each Guesthouse and common area inside and outside with all basic material to cook.

The office is situated 10 minutes from the guesthouse by car. Expatriates can also move independently in bicycles or by foot.

The security situation in Sittwe is safe though still fragile, and no major issue with the communities has arisen since over 12 months.

We offer

SI will offer you:

A salaried post: according to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 500 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
