TITLE: Consultant: PMEAL assessment, commitments and baseline

Taking the Core Humanitarian Standard as the starting point, the consultant is expected to facilitate the development of practical, operational commitments for Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL).
This will be done on behalf of and in collaboration with the Lebanese Red Cross Disaster Management Unit (DMU), and is expected to:
- Lay out minimum PMEAL commitments for all programmes, and expected good practice for each stage of the project cycle;
- Allow the DMU to establish a baseline for its PMEAL practices, and linked to this to plan for and demonstrate improvements in programme related evidence, quality and accountability.
The commitments must be context-specific, tailored to LRC’s current programmes and capacity, and appropriately informed by international standards. They should be tangible and practical, with an associated action plan which is sufficiently detailed to allow for tracking of progress.
The Lebanese Red Cross - most well-known for running the national ambulance service - established a Disaster Management Unit (DMU) in late 2013 in response to the escalating refugee crisis. Currently the DMU is working in following sectors/areas: Basic Assistance, WASH, DRR, Psycho Social Support, and Contingency Planning (response preparedness).
The British Red Cross has been working with the LRC DMU since late 2013 supporting the development of cash-based programming. More recently, BRC has also been providing technical support to the DMU in PMEAL; including recruiting, training and providing technical support to a team of staff who are responsible for expanding and improving existing PMEAL systems, and supporting the development of new tools and processes for improving quality and accountability.
The ideal candidate will:
- have a track record of delivering high quality consultancy work on time and according to pre-agreed terms of reference;
- have demonstrable experience in providing high quality PMEAL technical support to programme teams at all stages of the project cycle, as well as up-to-date knowledge of good practices in programme planning, monitoring, evaluation, and accountability to beneficiaries (including a strong understanding of and familiarity with the CHS);
- be a dynamic and energetic facilitator, able to plan and lead a participatory process, and to engage, motivate and ensure buy-in from a wide range of stakeholders.
