Village Health Works Overview

Village Health Works (VHW) was established as a 501 (c) (3) organization in 2006 with the goal of addressing social justice issues in rural Burundi through the provision of high quality health care, education, and economic development opportunities. VHW works across five thematic areas (Health, Education, Economic Development, Food Security, and Community Engagement) to improve local livelihoods and restore dignity and hope to hundreds of thousands. While VHW has adopted a holistic approach in its response to the needs of targeted households and communities, the health sector currently represents the largest component of VHW’s work. Primary health care is provided through a clinic, and community outreach activities are conducted through mass campaigns and a large network of community health workers. With the current construction of a Women’s Health Pavilion underway, emergency care, inpatient care, surgical, obstetric and neonatal services will be provided starting in 2019.

Position Overview

With this rapidly expanding portfolio supported by more than 250 Burundian and international staff, VHW is seeking an experienced monitoring and evaluation (M&E) professional to manage all M&E functions and lead the design, development and roll out of an integrated M&E framework. S/he will be responsible for developing monitoring, evaluation, and reporting systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance and produce timely, accurate, and complete reporting. The M&E Coordinator will develop and implement VHW’s monitoring and evaluation strategy to contribute to evidence-based program design and continuous improvements of program quality based on data and learning. S/he will direct and supervise an M&E technical staff within each of the programs, serve on the Senior Leadership Team, and report to the VHW Country Director.

Responsibilities

TECHNICAL M&E LEADERSHIP

  • Lead the design, development, implementation and continual improvement of an integrated M&E system that effectively measures the impact of VHW’s programs

  • Develop tools for the timely collection, management, analysis, and reporting of valid and reliable data

  • Oversee all data collection and analysis and provide quality assurance and routine data quality audits

  • Provide M&E technical assistance to program teams into the design stages of program proposals, budgets, log frames, indicators, instrument protocols, and measurement tools

  • Work closely with the different program teams to ensure compatibility and coordination within the M&E framework, and consistency with national and donor requirements

  • Oversee VHW’s M&E databases (Salesforce, OpenClinic, Medic Mobile, Kinaki) and establish core indicator tracking sheets and dashboards

  • Establish cross-sectoral approaches to monitoring and evaluation

  • Collaborate with program teams to contribute to the strategic planning process

LEARNING AND DISSEMINATION

  • Generate high quality reports on activities, accomplishments and results through monthly, quarterly, annual and other ad hoc reports

  • Lead the design and implementation of the VHW’s research activities, including assessments, impact evaluations, performance evaluations, and special studies aimed at generating strong evidence for VHW programming

  • Ensure that key findings and implications for program design are presented to relevant stakeholders at the country, regional, and global levels in a timely manner

STAFF PERFORMANCE DEVELOPMENT

  • Provide supportive supervision and capacity building to the M&E team in relevant technical competencies

  • Promote an organizational culture of evidence-based decision-making

  • Undertake periodic reviews of program M&E systems, and participate in planning M&E system strengthening actions

  • Support program teams (Clinic, Education, Economic Development, Food Security, and Community Engagement) ensuring that M&E elements support strong proposals for new funding

Qualifications

  • BA/BS Degree in international development, statistics, social science, public health, development economics, or a related discipline; MA/MS/MPH preferred

  • Minimum five years of relevant work experience in monitoring and evaluation in clinical/health M&E and at least one of the other five thematic areas, with at least two years in a management level position

  • Excellent technical understanding of M&E methods and practices, with experience in both qualitative and quantitative data collection and analysis, and the implementation of large-scale population level studies

  • Strong understanding of major public health issues in sub-Saharan Africa, with up-to-date knowledge of interventions to prevent and treat important causes of morbidity and mortality in low-resource settings

  • Experience with multi-sectoral and multi-donor funded programs

  • Excellent report writing, analytical and communications skills, including oral presentation skills, effective in representing VHW’s work and liaising with external parties

  • Full professional competency in Microsoft Office Suite, especially Word, Excel, and Power Point

  • Familiarity with Salesforce and statistical and data management software such as STATA and SPSS highly desirable. Experience with OpenClinic or other electronic medical records a plus

  • Proven experience in delivering capacity-building activities

  • Demonstrated ability to create and maintain effective working relationships with colleagues from different organizations and cultures

  • Ability to work independently and manage a high volume of data

  • Ability to meet deadlines with strong attention to consistency, detail, and quality

  • Prior experience in sub-Saharan Africa

  • Full professional fluency in oral and written English is required; working proficiency in French highly desirable

  • Interest in rural health and serving vulnerable populations

  • Commitment to social justice and to Village Health Works’ mission
