The International Centre for Migration Policy Development (ICMPD), an international organisation with its headquarters in Vienna, Austria, is looking for qualified candidates to fill the above-mentioned position.
ICMPD is implementing the Swiss State Secretariat for Migration (SEM)-funded project Supporting Lebanon in fostering a right-based approach to managing the arrival, stay and exit of migrants and refugees, which supports the strengthening of Lebanon’s security institutions’ resilience to withstand internal and external pressures and shocks, and to reinforce the role they can play as drivers of stability and national cohesion.
The primary beneficiary is the Directorate General of the Security General for Lebanon (DGSG).
The overall objective of the project is to support Lebanon in fostering a rights-based approach to managing the arrival, stay and exit of migrants and refugees.
The specific objectives of the project are i) to advance DGSG’s institutional know-how and capacities in areas of key relevance to the sound management of incoming, residing and exiting migrants and refugees in line with international human rights law and standards ii) to contribute to DGSG’s infrastructure capabilities in addressing the arrival, stay and exit of migrants and refugees.
The thematic areas of relevance to this project are migration, human rights, gender-based issues, return, crisis management and international cooperation.
The project supports the objectives through five sets of activities, encompassing all thematic areas, namely: workshops, study visits, technical seminars, formulation and endorsement of standard operating procedures (SOP) and infrastructure support.
Duties and Responsibilities
Under the supervision of the Expert for the above mentioned project and the Key Expert for IBM Lebanon, the incumbent will be responsible for the following tasks:
- Prepare agenda, session outlines and input/presentations for a 3-day training workshop on the topic of migration, and more specifically on voluntary return.
- Prepare tailor-made training sessions and reference materials to deliver at the workshop, in accordance with the profiles and pre-existing knowledge of the selected DGSG officials taking part in it.
- In order to provide the necessary theoretical background and framework, subject to review and fine-tuning, ensure inclusion in the workshop of the following topics:
- Right to return in international legal instruments (human rights law, humanitarian law, refugee law)
- Return as freedom of movement and right to a nationality
- Return in safety and with dignity (voluntary, safe and dignified return). UN approaches and recent developments in the framework of the ongoing negotiations on the Global Compact on Migration
- Obstacles to return. Resettlement
- Developing a voluntary assisted return scheme (actors involved, implementation, border procedures, monitoring the sustainability of return)
- Case studies
- Submit a detailed report on workshop learning points and outcomes, including recommendation for future training specifically addressing identified knowledge gaps.

- Up to 5 working days – to be delivered in the first half of September 2017
Essential Qualifications
Education:
- University degree or equivalent professional experience in the field of law, political science, international relations or any other relevant disciplines.
Experience:
- A minimum of 15 years of relevant work experience (practical and/or academic knowledge) in the field of migration (return), international refugee law, human rights law and/or other topics mentioned in the list detailed at tasks (above) at national or international level
- Significant experience and knowledge of training design and delivery, training needs analysis and evaluation processes as well as mastery of different training delivery methods and techniques
Knowledge, skills, abilities:
- Significant experience and knowledge of research, training design and delivery
- Excellent oral and written command of English, including strong drafting skills
- Sound knowledge of international and EU standards, regulations and policies in the field of migration management and human rights, in particular with reference to integrated border management (IBM).
- Excellent communication skills, adaptability and flexibility
- Ability to work effectively with colleagues from different cultural and professional backgrounds
- Working in sensitive ethnic, political and confessional environments
- Good analytical and interpersonal skills
- Sound presentation and facilitation skills
- Ability to work un-supervised
- Experience in Lebanon/MENA region is an advantage

Remuneration
The remuneration for this expert post is a daily fee up to a maximum of 350 Euros, based on qualifications and experience. Where duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and a pension fund are the responsibility of the incumbent.
