Lebanon Industry Value Chain Development
Scope of Work
Position: Chief of Party
Location: Beirut, Lebanon
Period of Performance: January, 2016 – September, 2017 (Long-Term Technical Assistance)
Background:
The purpose of the USAID Lebanon Industry Value Chain Development (LIVCD) project is to increase the competitiveness of selected value chains, expand the number of Micro and Small and Medium Enterprises (MSMEs) that can compete in selected markets, improve linkages between those firms and other actors throughout the value chain, increase the gross value of products and services in local and export markets, and expand exports.
Tasks and Responsibilities:
The duties of the Chief of Party will include, but not be limited to, the following tasks:
• Leading project implementation and overseeing all technical and managerial decisions related to activities, partnerships, staffing, budgeting, finances, training, and donor relations
• Ensuring that the project provides appropriate, timely, and accurate results reporting and performance monitoring
• Preparing LIVCD’s Year 5 Work Plan
• Liaising with and ensuring that project tasks are completed in partnership with USAID
• Overseeing the daily administration of the LIVCD project and coordinating between the 5 LIVCD offices in Lebanon and the DAI home office.
• Assisting staff in ensuring compliance with USAID and US government regulations regarding tenders and contracts, providing oversight for grants and subcontracts, and ensuring excellent cost control of project spending
• Overseeing the successful closedown of LIVCD at the end of the project’s period of performance in 2017
Qualifications:
• A minimum of 8 years’ experience with successful value chain and/or agri-business projects, with an experience in either production, agricultural economics, or market intelligence
• Prior experience as a COP or Project Director for projects with similar magnitude and complexity in developing countries
• Excellent interpersonal and written communication skills
• Experience working in Lebanon and/or the Middle East is strongly preferred
• Expertise in establishing, managing and/or operating large economic development programs preferred
• Demonstrated experience working with senior host-country counterparts
• Previous management experience of USAID-funded or other donor projects
• An advanced degree in Agricultural Economics or related area is required
• Experience in agricultural and agribusiness development projects using the value chain framework preferred
• Experience with the development of market led interventions resulting in sustainable service markets being established to support value chains
• Fluency in English is required and proficiency in Arabic and French preferred
