Oversee the financial and HR activities of the programme. Responsibility for the accounting functions required to provide accurate and timely information on the financial status of the programme to donors, headquarters (HQ), field management and field teams. Organise and further develop the financial processes, managing the finance team, providing coaching and training as required. Recruit the national Human Resources staff. Oversee the staff policy development, the co-ordination of training and general staff well-being. Over all, the position will be split into approximately 70% finance and 30% HR tasks.
Project Overview
Medair Lebanon is a programme dealing predominantly with the needs of Syrian refugees and their host communities since 2012. The main activities are in the Bekaa Valley and the sectors of WASH, shelter, health, and humanitarian mapping, as well as M&E and Information Management. The main field office is in Zahle, while the capital office is in Hazmieh.

Key Activity Areas
Financial Management
- Manage the day-to-day accounting functions of the programme.
- Support the HQ Programme Finance Officer (PFO) in reporting to donors, delivering financial activity reports within the timeframe, supporting financial audits.
- Ensure a clear and transparent paper trail is in place for all financial transactions.
- Ensure that Medair Finance Procedures are followed as part of internal control monitoring.
- Work with Budget holders and HQ staff in the preparation and development of budgets for projects.
- Prepare and (e.g. monthly, interim, final) and in the stated format in order to meet all relevant Medair and donor requirements.
- Prepare the monthly payroll list and payments for NRS salaries in accordance with local regulations.
Human Resources Management - Nationally Recruited Staff
- Ensure that HR procedures and policies are in line with Medair guidelines and the Lebanese labour law.
- Ensure that impartial recruitment procedures for national staff are followed.
- Ensure that salaries and benefits for nationally recruited staff are in-line with similar organisations, meet the requirements of local labour legislation and are within budget.
- Ensuring that the correct procedure is followed on disciplinary action and grievance procedures.
- Identify training needs for all staff and source in-house and external training opportunities as appropriate, working within budgetary and operational constraints and maintain training records.
- Provide line managers with any necessary training, advice, mentoring and coaching on performance management or any other relevant areas of HR management or procedures for their teams are followed and records are kept in accordance with Medair guidelines and local labour laws.
Human Resources Management - Internationally Recruited Staff
- Support field management and Headquarter Human Resource Officer on HR issues.
Administration
- Meet the finance and HR related administrative requirements of Medair, donors, local legislation, suppliers, contractors, employees and any other stakeholders, so that the functions run efficiently and with integrity.
Staff Management
- Manage the programme, HR, Administration and finance staff including recruitment, day-to-day management, development and training, appraisal. Providing functional supervision to Finance Officer in field locations.
Security
- Manage the security of in-country cash, held on site and when being transferred to account holders.
- Conduct regular internal audits and report immediately any possible fraud or theft.
Quality Management
- Promote and use the Medair Intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.

Qualifications
- University degree in relevant subject and / or Certified Public Accountant Part 2 (or equivalent) completed, and / or HR qualification.
- Strong working knowledge of English (spoken and written).
Experience / Competencies
- 2 years’ experience in a financial or HR position.
- Strong organisational skills and the capacity to analyse and prioritise needs.
- Able to work under pressure and manage personal stress levels, to regular deadlines.
- Good inter-personal and conflict resolution, negotiating skills and Strong leadership.
Working Conditions
- This is a field-based position and working and living conditions may be very different to that previously experienced.
