Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expatriates and more than 5,000 local employees are working for Action Against Hunger in more than 46 countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. GENERAL RESPONSIBILITIES

• Coordinate and Supervise the MEAL Unit teams in the Bases;
• Implement the MEAL Units’ structure, resources and tools and conduct multi-sector assessments, providing sector guidance and capitalizing the lessons learnt;
• Liaise, coordinate and share with other agencies ongoing assessments country-wide;
• Support the roll out of ACF accountability framework and enlarged feedback mechanisms;
• Support the mission in conducting programmatic evaluations and capitalising on ongoing activities
• Support the follow up of the Mission Strategy framework, ensuring standardization of indicators and beneficiary counting
• Support the mission on gender mainstreaming in all departments following the Gender Action Plan

DETAILED RESPONSIBILITIES AND TASKS

Objective 1: Coordinate Action Against Hunger’s MEAL Units in the Bases

Objective 2: Implement the MEAL Unit’s structure and tools and conduct multi-sector assessments, providing sector guidance and capitalizing the lessons learnt

Objective 3: Strengthen the MEAL culture in the mission through capacity building (intra and inter-department) and exchange with other missions and HQ

Objective 4: Liaise, coordinate and share with other agencies ongoing assessments country-wide

Objective 5 : Support the roll out of the Accountability framework for the mission

Objective 6 : Support the implementation of evaluations and support the mission in capitalising on its lessons learned

Objective 7 : Support the follow up of the Mission Strategy framework, ensuring standardization of indicators and beneficiary counting

KNOWLEDGE, SKILLS AND COMPETENCES

• University degree on a field related (WASH, FSL and CBI)
• Extensive experience on project cycle management, research, data gathering and management, quantitative/qualitative analysis and English reporting.
• Experience on humanitarian needs assessments would be an asset.
• Gender mainstreaming related experience
• At least 2 years of experience within humanitarian organisations, in project cycle management and in MEAL Positions or tasks
• Fluent English mandatory, Arabic an asset
• Able to work under Windows OS.Proficiency on the basic office tools (at least Word and Excel)
• Knowledge on databases and mobile data collection systems (ODK, GRASP) would be desirable
• Required skills : Analytical Capacity, Working towards objectives, motivation, teamwork, effective communication, Organizing and Planning, Adaptability and Flexibility, Strategic vision

Salary and benefits

We offer you to join a dynamic international network with the following remuneration package:

• Base: Beirut
• Salary: from 1700 € to 2200 € gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.

• Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by Action Against Hunger)
• House and maintenance covered by the organization (including per diem): package estimated according to the destination.
• Travel costs to and from the mission.
• 25 working days of paid leave per year.
• Break: additional rest period, including travel cost to a reference area and economic help of 215€.
• Health, repatriation, travel and life insurance covered by the organization.
• Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action Against Hunger - Spain)
