Myanmar: Consortium Manager (Sittwe Humanitarian WASH Programme)

The role: The Team Leader will lead the implementation of a multi-year programme providing high quality WASH services to more than 80,000 IDPs living in displacement camps in Sittwe, Rakhine State. Oxfam works in partnership with Solidarites International (SI) in this programme, and in close collaboration with Camp Management Agencies and other WASH actors. Whilst the context is humanitarian, people have been living in IDP camps for five years – and the overall approach of this programme is to transition to community development approaches promoting strong community engagement and community ownership of facilities and services within the IDP camps. This requires a strong focus on the upgrading gof WASH infrastructure upgrades during the first nine months, with a transition to community ownership of the infrastructure following the upgrades. Many transitional strategies are to developed and implemented across the camps, with a view to transition of services to external agencies (government or private sector), an increase in market based approaches, greater investment in community mobilisation and accountability and new approaches to hygiene promotion. The Team Leader will work closely with both Oxfam and SI, to ensure effective coordination and efficient programme implementation, and ensure that the programme achieves its goals

KEY RESPONSIBILITIES

Programme Management

· Lead programme strategy and implementation. This includes elements of WASH infrastructure upgrades, and the implementation of a transition strategy across IDP camps and host communities in Sittwe, Rakhine State. Transition includes community mobilisation and accountability; investment in resilience; to other service providers.

· Manage programme teams. Ensure high-quality activity and financial planning, monitoring and reporting

· Develop, implement, monitor and evaluate innovative strategies for transition and increased efficiency

· Ensure high level of accountability to affected people, to Steering Committee and the donors – regular communication; timely production and submission of plans, reports, assessment etc.

· Ensure that programme strategies are based upon gender and conflict analysis and ensure that the programme protects and strengthens women’s rights.

· Ensure robust and strategic information is available to enable the Steering Committee to effectively monitor and review consortium management and implementation and to inform advocacy.

· Work with the finance team to ensure effective financial processes and controls are in place, and that issues are identified and followed up with partners in a timely way, including ensuring financial reports and other key deliverables are completed.

· Coordination and production of key reports and other project deliverables.

· In the event of an emergency be the focal person to lead needs assessments and response activities.

Representation, Networking and advocacy

· Establish and maintain strong relationships, and regular communication with multiple project stakeholders – project team; other WASH actors; Camp Management Agencies; Cluster Leads; Oxfam and SI management; donor representatives.

· Represent the WASH Programme in Yangon as well as in Sittwe – with other INGOs, with the UN, with the Government at both National and State levels and provide necessary information to support external representations (CDs and senior management members) at Yangon level.

· Communicate with relevant programme leads in the field and provide timely report/alert to the Steering Committee changing the context in safety and security, further displacement etc.

· Maintain a close working relationship with technical teams across partners at the field office and Yangon level to support coherence in approaches, raising and follow up on key issues, strategy development, and integration across partners and sectors.

· Support the Steering Committee, and the cluster, in the ongoing analysis of humanitarian trends in Rakhine especially in Sittwe based on effective networks with partners, authorities and other identified stakeholders

Programme Quality

· Oversee effective implementation of Monitoring, Evaluation and Learning Framework for the project

· Establish and manage robust programme management systems that integrate a Value for Money (VFM) component and that enable adaptive management based upon field level monitoring and VFM analysis

· Monitor risks that arise in project implementation, with rapid risk mitigation measures and effective communication to stakeholders.

· Ensure knowledge, learning and sharing are core to the programme – ensure resources, time and capacities are properly committed to integration to a circle of reflection, adaptation and actions across the programme

· Ensure high level of compliance with internal project and contract management systems (OPAL and CRIMSON)

Human Resources Management

· Manage the performance of line managed staff through objective setting, regular performance review, managing feedbacks and regular monitor performance development plans

· Support the continual professional development of all line managed staff, ensuring that appropriate support and development mechanisms are in place.

· Manage any inter-personal conflicts that may arise between different team members

SKILLS AND COMPETENCE:

Essential

· Can demonstrate a minimum of 7 years experiences in leadership role in humanitarian and development programme

· Strong experience in managing programmes in situations of protracted crisis

· Substantial experience and knowledge of effective financial and budgetary control and of managing multi-million dollar grants and understanding of institutional donor compliance

· Demonstrable experience in advocacy initiatives including influencing key stakeholders at high levels including senior management, donors, UNs and INGOs

· Excellent interpersonal skills and the demonstrated ability to lead, build and work effectively in team situations.

· Have ability to build constructive relationship and partnership based on mutual values and respects

· Have excellent analytical and communication skills and demonstrate ability to think strategically and practically to improve the programme quality.

· Familiarity of conflict sensitive approaches and application of Do No Harm Methodologies

· Good understanding and practical experience in application of equity issues in Gender and diversity

· Strong experience managing multiple tasks and ability to be proactive and demonstrate leadership

· Strong experience in embedding systematic, high quality programme monitoring, learning, coordination and reporting

Desirable

· Experience working in politically sensitive, conflict affected areas in Myanmar
