Plan International Myanmar is an international humanitarian, child-centered development organization, implementing programs that promote the realization and fulfillment of children’s rights and the alleviation of child poverty. Plan Myanmar is seeking EiE Project Support Specialist to join our team in Sittwe, Rakhine state.

Job Title: EiE Project Support Specialist - Sittwe

Reports to: EiE Specialist (Based in Yangon)

Location: Humanitarian Program Unit - Sittwe

Assignment Duration: 4 Months

Job purpose: Over the past 2 years Plan International Myanmar has positioned itself as a key player in Education in Emergency Programming in Myanmar, this includes an extensive relationship with UNICEF (EiE Sector Co-Lead) and contribution to EiE humanitarian needs overview and targeting strategy. A key player in this expansion is our CO based EiE Specialist who has contributed successfully to project development and general support for our 3 ongoing EIE projects across two protracted emergencies. A current challenge faced the emergency team is to develop a clear strategy on non-formal education based on parallel needs of scaling up short term educational opportunities for adolescents while trying to increase government accountability and leadership in the targeted areas. Plan International Myanmar is looking for an EiE practitioner with field based programming experience to spend time in both Sittwe, Rakhine State and Myitkyina, Kachin state to provide guidance and strategic capacity building of our field based Project Managers.

Time Frame: 4 month engagement beginning 1 October 2017.

Location: PUs in Rakhine State (80%) and Myitkyina Kachin State (20%).

Budget: Plan International Myanmar will cover housing fee up to 500 USD per month, insurance and round trip flights to Myanmar and travel within country.

Objectives:

· Develop strategic intervention for NFE, youth adolescent programming with logframe.

· Identify strategic programming opportunities for improvement in inclusive education programming in coordination with EiE Project Managers and Coordinators.

· Build skills of all EiE team member on decision making for targeting and needs assessment for EiE to input into proposal development and project quality improvement.

· Provide suggestions on how EiE Specialist can support field based project managers

· Develop one pager outlining Plan International Myanmar’s vision of our role in the EiE Sector for the next 1-2 years and support EiE Specialist in proposal development

· Provide analytical overviews of educational progress, highlighting strengths, weaknesses and lesson learned.

· Review training needs of staffs, volunteer teachers and others involved in education. Work with education staffs to design training content and ensure appropriate training occurs.

· Complete other tasks as assigned by Emergency Response Manager, as necessary. Qualifications, Skills & Experience: Citizen of Myanmar Strongly Encouraged to apply - University degree in relevant field preferably Education. Masters qualification in Education preferred. - Minimum three years of proven experience working in education in emergencies projects or programs -Ability to discuss and implement projects in line with INEE Minimum standards in Humanitarian Action - Strong experience in education policies and practices in Myanmar - Experience using monitoring and evaluation - Strong experience and knowledge of Do No Harm and conflict sensitivity approaches - Demonstrated understanding of the humanitarian emergency operating context including Sphere, the humanitarian system, security and field level project management - Proven ability to supervise humanitarian or development projects with holistic and integrated approach. - Good English language and computer skills. - Strong team-building and facilitation skills - Good English and Myanmar language is an advantage. - Willingness to travel to remote and conflict affected area.

The Income tax of 2% will be withhold for a residence and 2.5 % for international as per income taxation law in the country.
