About PMSPLII

Through the Performance Management and Support Program for Lebanon (PMSPL II), Social Impact supplements the monitoring and program management efforts of USAID/Lebanon staff and verifies, monitors, and supports USAID program performance in Lebanon. The period of performance of the PMSPL II project is from September 2015 through September 2020.

The purpose of PMSPL II is to supplement the monitoring and program management efforts of USAID/Lebanon staff; and to verify, monitor, and support USAID program performance in Lebanon ensuring the achievement of Lebanon’s Country Development and Cooperation Strategy (CDCS) objectives. Information gathered and program support services provided by PMSPL II assist USAID in making informed decisions and better managing Mission awards. Each award is the responsibility of an Implementing Mechanism (IM) that designs activities aimed at achieving intended results. IM activities are performed throughout the country. PMSPL II provides consistent, relevant, and frequent performance monitoring and reporting on IM activities and projects, day-to-day information needed to make management decisions, and most importantly, field monitoring support to USAID/Lebanon staff, especially for activities located outside of greater Beirut.

About the Opportunity

Social Impact is seeking a full-time Deputy Chief of Party (DCOP) for PMSPL II to support the Chief of Party (COP) for leading and managing PMSPL II’s technical work related to performance monitoring and evaluation. The DCOP reports to the COP, and acts as the COP in their absence. This is a senior local position that requires relevant experience in the development of monitoring, evaluation, and learning plans, the development of evaluation and assessment scopes of work, delivering advice and capacity building to USAID programming and technical staff. The DCOP is responsible for leading and managing the technical work related to performance monitoring and evaluation under this contract.

Responsibilities

The DCOP will be responsible for performing the following tasks:

  • Works closely with the Contracting Officer’s Representative to ensure that USAID is well-supported, and the contract’s intended results are achieved.
  • Plays an important role in supporting any revisions to the USAID/Lebanon CDCS, the Results Framework, and the Mission Performance Management Plan (PMP). The DCOP ensures that PMP indicators are tracked and reviewed, as may be requested by USAID/Lebanon.
  • Works closely with USAID’s Program Office to collect data on the indicators required for the annual Performance Plan and Report (PPR).
  • Supports the development of implementing partner activity Monitoring, Evaluation, and Learning (MEL) Plans, that are aligned to project-level MEL plans and the USAID/Lebanon CDCS. The DCOP works with the MEL Support Section to provide needed assistance to the implementing partners when directed to do so by USAID/Lebanon.
  • Leads the design and field testing of evaluation methodologies, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
  • Supports indicator development, data collection and analysis, data quality assessments, and developing methodologies for performance reporting, evaluation design, and evaluation planning.
  • Designs and manages Monitoring and Evaluation (M&E) systems for development projects.
  • Provides technical knowledge of monitoring, evaluation methods, and performance management.
  • Provides leadership in the planning and conduct of monitoring the activities of USAID’s implementing partners in collaboration with USAID professional staff.
  • In collaboration with the COP and USAID/Lebanon, the DCOP is responsible for developing Scopes of Work (SOW) for evaluations, assessments, and special studies.
  • Works closely with the PMSPL II Collaborating, Learning, and Adapting (CLA)/Knowledge Management Specialist to ensure timely submission of these data.
  • Oversees the efficient conduct of project site visits, assessments, evaluations, and special studies.
  • Writes and prepares contract deliverables (weekly, quarterly, and annual reports), evaluations, assessments, special studies, and PSVs ensuring a high standard of reporting and timely report delivery.
  • Liaises with SI technical staff utilizing Task Overview Sheets (TOS) to request and source needed technical expertise for experimental and quasi-experimental evaluation design, and for the technical expertise necessary to complete high-quality monitoring and evaluation reports.
  • Plays an important role in ensuring compliance with applicable US government rules and regulations, and reviews internal management of PMSPL II and suggests ways to improve project efficiency and quality.
  • Liases with SI’s headquarters staff to update and maintain the project SharePoint site to house all project documents and train the PMSPL II team on use of the SharePoint site.
  • Responsible for the security of the Beirut office in collaboration with the PMSPL II Operations Manager, and maintains close contact with SI headquarters to update Emergency Action Plans and to provide regular security updates.
  • Responsible for e-tracking of the activities of PMSPL II to ensure fulfillment of the annual work plan.

Qualifications

  • A Master’s degree is preferred in international relations, evaluation sciences, economics, political science, public policy, or other relevant fields.
  • Minimum of five years of experience in a position of leadership with an international development organization, international NGO, or local NGO.
  • Proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills in evaluations and/or assessments in developing countries.
  • Prior experience with Lebanon’s development challenges or experience working in unstable, conflict-prone, or post-conflict reconstruction environments.
  • Experience leveraging performance monitoring data for the improvement of ongoing project/activity management.
  • Demonstrated knowledge on ensuring tasks are completed on time and on budget.
  • Demonstrated ability in team supervision.
  • Experience in facilitating collaborating, learning, and adapting events that lead to project adaptive management is a plus.
  • Exceptional proficiency in written and spoken English is required, as is a demonstrated ability to exercise overall quality control, and meet high technical and editorial standards in written products.
  • Arabic is strongly desired.
