Myanmar: Case Management Consultant

The Danish Refugee Council (DRC) is seeking a dynamic and capable Case Management Consultant to lead DRC’s capacity building strategy for case management activities, focused on the Protection activities (Child Protection and General Protection) in Kachin State.

DRC has worked in Myanmar since 2009 and its work today spans across the country based on the work of more than 200 dedicated national and international colleagues.

In Kachin and Shan State, armed conflict have since 2011 displaced more than 100,000 IDPs. To address the persistent humanitarian needs, DRC works in formal consortia with other humanitarian actors to deliver coordinated, multi-sectoral programming where protection is the foundation and programmatic lens of DRC's work.

DRC is operating in Kachin since 2012, DRC has two project offices in Kachin State in Myitkyina and Bhamo. DRC Kachin has been running a combination of protection, child protection, Humanitarian Mine Action, livelihood and shelter projects.

Purpose

The Protection program in Kachin State, Myanmar, requires technical support from a Case Management Consultant, with a focus on Child Protection, to lead the development of a training module and capacity building strategy for implementation in October-November 2017. The Case Management Consultant will deliver foundational case management training, and provide recommendations on the current case management system. Additionally, the Case Management Specialist will facilitate a training designed to provide other staff in the Protection Unit with a deeper understanding of working with survivors of abuse, violations and those in need of PSS, as well as the minimum standards associated with case management. Trainings will not only cover tangible aspects of case management such as structure and forms but also the intangible skills of trust building and participatory change planning.

Remote Support:

Contextualize and consolidate materials from CPWG resources and current Protection resources from Kachin State, Myanmar, into two comprehensive training modules. The two training sessions need to be developed on the following topics:

  1. Case Management including psychosocial support services and referral pathways, with a focus on child protection case management (3 days)
    • The participants of this training will be DRC Case Workers (newly appointed).
  2. Protection case management core principles in humanitarian response (1 day – delivered twice, in different locations)
    • The participants of this training will be DRC staff from the Protection Unit (and potentially some local partners).

In-country support:

  1. Conduct the Case Management training with Case Workers (in Myitkyina, Kachin State).
  2. Conduct the Case Management minimum standards for Protection Unit team members (in Myitkyina, Kachin State, and Bhamo, Kachin State).
  3. Undertake pre and post testing/ evaluation mechanism for both trainings, and provide feedback to Protection Coordinator and Head of Office. This should include provision of forms for an additional follow up one-two months post-training as well as an immediate post-test.
  4. Produce a training guide/manual based on the training modules, including recommendations for the Protection Unit of Kachin State going forward (all training materials to be owned by DRC and shared at the end of the consultancy period).

These two trainings will cater to different staff within the organisation. The first training will be delivered to two new staff members, recruited for the position of Case Workers, who will work mainly with children and their families, but will also support the general protection program. The second training’s participants will be DRC Protection staff, who have a solid understanding of Protection Monitoring, Protection Mainstreaming, training and awareness with community based protection groups, but who are not trained specifically on case management.

Qualifications and experience

  • Experience in the development of context-specific case management training modules and reviewing of case management systems.
  • Experience of working with Case Management, (Child) Protection Information Management System and CPiE.
  • The qualified candidate will be a mental health and psychosocial professional with relevant post-graduate degree in Psychology, Anthropology, Social Work or equivalent.
  • Understanding of the vulnerabilities associated in internally displaced people settings, including for children and marginalised groups, such as Unaccompanied and Separated Children, survivors of trafficking and children with specific needs.
  • Extensive knowledge of emergency psychosocial work, design and implementation of feeding programs including monitoring and evaluation.
  • Knowledge of international humanitarian standards and codes of conduct.
  • Demonstrated effective communication, analytical and problem solving skills.

Skills specific to the post

  • Proven capacity to train, coach staff and provide recommendations on current case management systems/ practices.
  • Proven effective management skills leading training across several locations and operating in a cross cultural manner and with use of translation.
  • Excellent written and spoken English
  • Ability to work under high pressure with a great level of personal organisation

Location

Location for each activity has been specified in the deliverables section of this TOR (desk based, and in country for two weeks).

We offer

DRC will offer the successful applicant the consultancy with an amount of $2500 USD as the consultancy fee.

Flights, accommodation and training facilities will be a separate cost, incurred by DRC.
