Care International in Lebanon (CIL) is growing its livelihood and economic empowerment funding opportunities and is in need of an expert Livelihood/LED program proposal writer. CIL currently has a lively economic empowerment department which remains a priority in it 2017-2020 Country strategy. CIL is now wanting to initiate several new pilots. We are looking for a livelihood professional with advanced proposal writing skills and an understanding of major donors that can assist the program team in developing multiple written concepts.
The consultant that CIL is seeking will have a good understanding and demonstrated experience working with women’s economic empowerment initiatives; private sector linkages; micro and small business start-up and microfinance amongst other economic and job creation schemes and look at potential for private-public partnerships. Furthermore in the shadow of the ongoing Syrian crisis, CIL is looking at potential capacity building for relocatable skills in the future, some of which will be relevant in the livelihood and business sector.
In order for the developed proposals to reflect the livelihood program strategy and bring new ideas to the table that will benefit refugees and other vulnerable communities the livelihood consultant will accompany the program team on a number of stakeholder visits, assist in developing a rapid gap analysis of livelihood interventions and actors, and participate in several design sessions with the program team. The consultant will then assume the main responsibility of writing a full proposal based on a provided and agreed upon programmatic approach.
The expected deliverables will include:
Gap analysis of current interventions
List of local organizations that have livelihood focus outside of existing partners
Develop 2 concept notes and 1 full proposal document
This includes developing a theory of change, a logical framework including objectives-impacts-outcomes of components into a concise summary

Please submit your technical and financial proposal to undertake the above activities. The Consultant should submit a detailed proposal with the following components:
a) Technical proposal to include:
A brief proposal demonstrating the approach, methodology and timeline that will be used to provide the deliverables
Updated resume
A sample of assessment (or summary) reports developed by the consultant(s)
Copy of the CV demonstrating previous experience with focus on relevant/similar assignment;
Contact of three references;
Copy of newly issued judgmental record;
Copy of ID or passport
b) Financial proposal detailing the following:
Itemized consultant’s fees and costs - consultant should indicate professional daily rate, transportation, and miscellaneous expenses. Note that only budgets in US Dollars will be accepted.
Provide proof of Ministry of Finance registration at the Lebanese Government (Fiscal number). In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate.
Please take into consideration that under consultancy agreement, CARE will not provide any employees perks and benefits. The proposed daily rate should be inclusive of all cost.
