SUMMARY

The CIHEAM Bari, Italian body of CIHEAM (International Centre for Advanced Mediterranean Agronomic Studies) intergovernmental organization having its HQs in Paris, publishes a vacancy in the framework of the project above for One Agronomist to be assigned to the program. The program is co-funded by the Italian Agency for Development Cooperation and by the British Department for International Development (DFID) and it is implemented by CIHEAM Bari. The Program areas of implementation are the North – West, the East and the South of Syria managed from the program Bases of Gaziantep (Turkey), Beirut (Lebanon) and Amman (Jordan). The main objective is to improve the livelihood of the Syrian rural population through the strengthening of agricultural production with short- and medium-term interventions. The specific objective is: “Increase agricultural and livestock production and household income of Syrian Local Communities, through provision of inputs and services made available in collaboration with the Syrian Local Council Administrations”. Program partners are the Local Council Administrations of the Syrian program areas.

Duty Stations:

  • Turkey – Gaziantep
  • Lebanon – Beirut
  • Jordan - Amman

No any mission for the selected person is foreseen in Syria

Duration: 6 months with possibility of extension. Two months of trial period are foreseen.

Foreseen date to take functions: 1 January 2018.

Nationality: Italian or other CIHEAM Countries citizens (Albania, Algeria, Egypt, France, Greece, Lebanon, Malta, Morocco, Portugal, Spain, Tunisia and Turkey).

Languages:Italian (in case of Italian nationality), English both written and spoken (C1 European level); desirable Arabic.

Education: Degree /Master Degree in Agriculture, Agro economy** or related fields. Desirable post degree training / master / specialised training attended at CIHEAM Bari.

1. Obligations and responsibilities

The Agronomist will assist the Program Managers in the implementation of the Program activities. He/she will work under the supervision of the Program managers and CIHEAM Bari headquarters to perform the following tasks:

  1. Assist the Program Manager in maintain good communication with project partners and other stakeholders;
  2. Assist, support and supervise the local technicians for the implementation of the program activities.
  3. Assist the Program Manager for the issues related with the tender processing of the purchasing of agriculture inputs to be distributed in Syria
  4. Contribute to the collection and analysis of program data
  5. Prepare periodical technical reports for the implemented activities
  6. Assist the Program Manager in the preparation of the periodical and final Technical reports
  7. Assist the Program Manager in the technical secretariat of the Steering Committee
  8. Prepare the monthly work plan of the activities
  9. Monitor the implementation of the program’s activities inside Syria
  10. Organize workshops and meetings in accordance with the program work plan.
  11. Organize/ support the missions in Turkey, Lebanon and Jordan of the CIHEAM Bari experts in short missions
  12. Accomplish any other task upon demand of the Program/Project’s Managers or by CIHEAM Bari within his/her capacities and skills with regard to the position
  13. Fulfil CIHEAM Bari administrative rules and financial regulation as well as ethical clauses.
  14. It is strictly forbidden for the selected persons, during his assignment, to travel inside Syria

2. Requirements

At the moment of submission the candidate must own the following:

  • Degree /Master Degree in Agriculture, Agro economy or related fields. Desirable post degree training / master / specialised training attended at CIHEAM Bari;
  • Desirable Master in International development cooperation;
  • Italian or other CIHEAM Countries citizens (Albania, Algeria, Egypt, France, Greece, Lebanon, Malta, Morocco, Portugal, Spain, Tunisia and Turkey);
  • Working Knowledge of English;
  • Availability to move from current residence in the program duties stations;
  • Good knowledge of the international development program/ project’s procedures;
  • Good knowledge of the Project Cycle Management and of the Participatory Rural Appraisal techniques;
  • Good understanding of community, institutional and government roles and responsibilities;
  • Excellent communication and adaptation skills, group working, fast problem findings and solving, autonomy, decisional capacity, intuition;
  • Patience and flexibility;
  • Good analytical skills and an ability to provide practical and sound advice on rural development issues;
  • Good skills in writing and preparation of reports;
  • Computer skills: excellent knowledge and use of Excel and Word, as well as of the other software such as PowerPoint, Outlook, Skype, Google Chrome, Google Earth, etc.

3. Working Experience

At the moment of submission the candidate must demonstrate the following:

  • The requirements mentioned in the chapter 2;
  • Previous Working experience with International Organization for International Cooperation or International NGOs: at least 5 years
  • Previous Working experience in the rural development in developing Countries: at least 3 years
  • Working experience in the Mediterranean Countries and preferably in the middle east countries: at least 2 years
  • However, based on the interview’s result it will be determined the candidate’s eligibility for the position
  • Previous working experience with CIHEAM Bari will also be considered an asset

4. Selection procedures

Selection procedures refer to CIHEAM Bari Director Instruction n. 3/2009 and further integration and complementary procedures. Applications will be screened and preliminary evaluated by a restricted CIHEAM Bari Committee. Successively only shortlisted candidates will be invited to have an interview by Phone /Skype or directly in CIHEAM Bari headquarters. During the interview, competences and skills as well as experience, language, computer and presentation skills will be evaluated. The Commission will submit to CIHEAM Bari Direction the final evaluation for definitive approval and contracting. Assignment will be on six months basis and will be formalized in conformity with CIHEAM Bari rules and financial regulations. Salary will be in Euro and it will include taxes and others expenditures (including the ones in the foreign Countries). The compensation will depend upon qualifications and experience of the selected candidate; however this will be based on junior position level in international cooperation.

5. Safeguard clause

CIHEAM Bari may not go through the assignment procedure for opportunity reasons discretionally evaluated. This assignment is on a temporary basis, submitted to periodically monitoring and shall not consist in a permanent job neither within CIHEAM Bari nor within the project itself.
