Under the direct supervision of Head, of Donor Relations and Project Support Office, the Donor Relations and Projects Support Officer contributes to Agency fund-raising activities, managing donor relations and project administration including preparing proposals, liaising with relevant UNRWA programmes and departments, initiating projects and assisting in the definition of programmatic orientation, monitoring and evaluating activities and preparing project reports. In accordance with the established Agency policy and procedures, the incumbent will:
Primary Duties and Responsibilities
● Donor Relations:
Participate as necessary in meetings with representatives of donor countries and organizations;
Prepare briefing documents for the Field Director, senior management and Donor meetings as requested;
Provide a consistently high level of customer service to local donor representatives and their officials in capitals, liaising with relevant colleagues in ERCD;
Assist in developing and implementing the agency and field’s resource mobilization strategy.
● Resource Mobilization:
Prepare project proposals and reports; as required, work on assigned project/s independently and coordinates with relevant staff in projects team;
Formulate high-quality and responsive project proposals, concept papers, and project reports in coordination with respective field departments;
Ensure that Project Cycle Management (PCM) principles are incorporated into the formulation and implementation of all projects.
● Projects Administration:
- Monitor the implementation of projects in coordination with field departments and verify adherence to donor requirements.
● Capacity Building:
- Assist in building the capacity of field department staff to develop proposals and prepare reports; assist with the writing, editing, formatting, and proof reading of proposals and report documents.
Professional Knowledge and Experience
● University degree from an accredited educational institution in International Relations, Political Science, Development or Humanitarian Studies, Public Administration, Social Sciences or other related field;
● At least four years’ experience in international cooperation project management in the context of donor governments or international non–governmental Organizations;
● Excellent command of written and spoken English.

● Ability to develop clear goals and identify priority activities and assignments;
● Supporting and advising on multiple projects with changing priorities and deadlines without compromising on quality;
● Ability to establish and maintain effective working relations with staff and outside collaborators; ability to interact effectively and with discretion with colleagues and external partners of differing levels of seniority and different professional and cultural backgrounds;
● Strong organizational skills;
● Demonstrated skills in team work;
● Demonstrated track record of initiative;
● Ability to handle sensitive issues;
● Familiarity with project cycle management and logical framework analysis;
● Understanding of budgetary requirements and planning;
● Flexibility and willingness to learn;
● Ability to follow up on issues actively.
Desirable Qualifications
● Experience in external relations, fund-raising and/or project management;
● Experience in the management of international cooperation projects funded by the European Union;
● UN experience;
● Knowledge of the Middle East context and Palestinian issues preferable;
● Knowledge of another United Nations language.
Additional information
The incumbent will be required to travel in UNRWA’s Area of Operations in the Middle East.
Equivalency
When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.
Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $50,965 net tax free with dependants or $47,803 single, plus post adjustment of 53.6% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds, performance and the continuing need for the post.
