Myanmar: Localisation Coordinator

Trócaire works in partnership with local and church organisations, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. The Myanmar Country Office in Yangon takes overall responsibility for the implementation of the Myanmar country programme, which currently focuses on humanitarian response, resource rights, women’s empowerment, gender-based violence and peace & development. Due to the strong geographic focus of Trócaire’s work in Kachin and Northern Shan States, a field office was opened in Myitkyina, Kachin State, in 2014.

Since 2011, Trócaire has been responding to a protracted crisis with widespread displacement in Kachin and Northern Shan States. Trócaire’s humanitarian programme in Kachin and Northern Shan is a large-scale multi-donor programme. Through a capacity building and accompaniment model, Trócaire supports local partners in the areas of food security and livelihoods, cash-based interventions, WASH, GBV and shelter, as well as in all aspects of programme quality and MEAL, financial and supply-chain management. Implementing a gradual transition in the programme towards resilience-building and sustainability is a priority. Trócaire is a signatory of the Charter for Change and is committed to enabling more locally-led responses to humanitarian crises.

Trócaire will partner with a national NGO to deliver a comprehensive multi-year humanitarian project, which will begin in 2018, to be funded by DFID’s Humanitarian Assistance and Resilience Programme (HARP). The project has a ‘localisation’ objective – to gradually transfer over responsibility and management of the grant to the national partner NGO. The Localisation Coordinator will be responsible for coordinating and managing the roll out of the transition strategy, providing targeted capacity building support to the national partner and monitoring the transition, all in close coordination with the Project Manager in Trócaire.

Reporting to the Deputy Head of Humanitarian Programmes, this is a Fixed Term Contract of 1 year and is basedin Yangon but with frequent travel to programme locations. This position is contingent with grant award and funding.

Key Duties & Responsibilities

Management of the localisation and capacity building strategy and plan

· Strengthen, refine and provide strategic vision for the localisation approach, in close consultation and collaboration with the national partner and Trócaire programme staff.

· Ensure oversight of, review and adapt the capacity building strategy to deliver the localisation agenda, based on strong analysis and identification of capacity building needs, in close consultation and collaboration with the national partner.

· Develop clear objectives and action plans for the implementation of the capacity building strategy and coordinate the capacity building activities of Trócaire staff, ensuring coherent support to all project partner offices. Provide support and guidance to other programme staff for the delivery of their respective capacity building activities, including in areas of grant and financial management, programme quality, M&E and technical areas (EFSL and WASH).

· Serve as the focal point within Trócaire for the localisation and capacity building initiatives under the HARP grant, in close coordination with the Project Manager.

· Maintain strong oversight of the capacity building budget.

· Strengthen the approach and activities through refining, identifying and introducing new and innovative tools and processes to support partner capacity building.

· Organise and conduct regular meetings with partners in coordination with other Trócaire staff to discuss progress in order to take informed decisions about the continued roll out of the localisation and capacity building strategies.

Strengthen partner capacity to enable localisation of the grant

· Develop and implement capacity building activities aimed at strengthening partner capacity in grant management, reporting and donor engagement to enable the partner to independently manage the grant. Activities may include facilitating workshops, developing systems and tools, providing accompaniment support and delivering trainings.

· Support partner in enhancing shared responsibility for programme quality and the highest level of accountability, in particular towards programme participants.

· Ensure partner has appropriate policies and governance structures as pertains to programme outcomes in place to attain national and international quality standards and respect of rights, dignity and diversity of programme participants, including compliance with: Sphere, CHS, Code of Conduct, etc.

· Support partner’s capacity building events in technical and organisational capacities as per plan, including support with design of agenda, participatory workshop methodology and logistical support.

Monitoring and reporting

· In coordination with the national partner and other programme staff, develop and maintain a systematic process of monitoring and appraisal of partner progress.

· Organise and facilitate regular review meetings with the partner to reflect on progress, document and share lessons learnt with partners and other key stakeholders to support mutual learning and adaptation of capacity building activities as necessary.

· Ensure close coordination and communication with the Project Manager – HARP and the Deputy Head of Humanitarian Programmes on progress.

· In close collaboration with the MEAL advisor, contribute to the commissioning and design of end of year evaluation to determine impact of capacity building and localisation initiatives.

· Contribute to programme progress reports and donor reports and other documentation or research on localisation.

· Support the culture of better knowledge management leading to improved understanding and strengthening of Trócaire’s partnership approach and the transition towards localisation.

· Organize and facilitate project visits.

Other

· Network with national and state level key players on civil society strengthening, good governance and partnerships and participate in relevant fora.

· Represent the organisation at humanitarian coordination fora as necessary, and support evidence-based advocacy initiatives, particularly on the localisation agenda in Myanmar and globally.

· Fulfil other reasonable duties and responsibilities, as requested by the Head and Deputy of Humanitarian Programmes.

Person Specification – The ideal person will have

(E) Qualification

· Third level qualification in Development, Humanitarian or related field of study

· At least 4 years’ experience of working on humanitarian or development issues, at least 2 of which in a humanitarian international or national NGO

(E) Experience

· Experience coordinating with local partner organizations to provide guidance and support.

· Strong experience in designing and facilitating capacity building or training activities, with proven skills in facilitating sessions for large groups.

· Knowledge and experience with M&E systems and innovative learning / knowledge transfer & sharing methods

· Experience in project cycle management, report writing and engagement with institutional donors.

· Remote management experience desired.

(E) Skills

· Strong coordination skills specifically with the ability to effectively coordinate with local partners and among internal team members (technical, finance, management).

· Ability to design capacity building strategies based on clear needs identification and understanding of the operating context

· Ability to transfer skills and knowledge through, training, mentorship and accompaniment.

· Ability to work through a local partnership model

· Fluency in English (local language skills an asset).

· Excellent interpersonal and communication skills, including the ability to relate across different organisational functions, structures, levels, and cultures.

· Excellent computer skills (Microsoft Office).
