SUMMARY
USIP seeks an Administration and Finance Manager to be based in its Yangon Office and provide day to day support in its administration and finance functions. This position will work closely with the USIP Yangon Office team as well as USIP colleagues in Washington, D.C.
MAJOR DUTIES AND RESPONSIBILITIES
Financial Management:
- Manage USIP’s Yangon Office finances, which includes working remotely (online) with USIP Headquarters in Washington, DC to systematically record and track all office expenses and related budgetary matters;
- Prepare monthly reporting on all cash flow and Yangon Office accounting, which may include reconciliation reports as requested by USIP HQ;
- Prepare regular international fund transfer requests in coordination with USIP HQ and Country Director;
- As needed, translate all budget documents from Burmese to English for scanning and uploading into the USIP accounting system;
- Develop annual budget forecasting for Yangon Office fixed costs as requested
Administrative Management:
- Oversee internal USIP office processes, including all administrative tasks and personnel;
- Oversee support staff, including cleaners, and hired contractors to perform work at the office
- Assist with coordination of conferences and meetings that USIP holds, both in the USIP office and at off-site locations. Tasks include:
- Booking venues
- Making travel arrangements for participants
- Disbursing per diems
- Support USIP staff travel, including processing and disbursing local travel vouchers, reserving domestic and regional flights, and booking and hotels
- Managing and Maintain Yangon Office inventory list of office supplies, equipment, publications and furniture
- Photocopying/scanning and filling of paperwork, as well as other routine administrative tasks
- Send and track official correspondence via phone, email, post and fax.
Perform other duties as assigned.
QUALIFICATIONS
- In order to be considered for the position, candidates must be a Burmese national and meet the selection criteria listed below. Applicants are encouraged to demonstrate how prior experience and/or training address the following selection factors through a Cover Letter and detailed Curriculum Vitae:
- Bachelor’s Degree in, Business Administration, Economics, Finance or any other related fields. Certification in utilizing financial management systems such as Quick base, Quick Books, and excel.
- Advanced accounting qualifications are strongly preferred (ACCA, CAT, Master’s in Accounting, etc.)
- Four years of financial management and accounting experience in an international organization and/or US government funded organization.
- Strong understanding of procurement policies and procedures, including understanding of Federal Acquisition Regulations (FAR).
- Demonstrated ability to operate independently in complex and difficult operating environments.
- Excellent organizational and communication skills (oral and written);
- In addition to fluency in Burmese, fluency in English is required; applicants with language abilities should indicate their fluency levels.
- Ability to complete tasks in a timely manner.
Salary is commensurate with experience. Immediate or very near-term availability will be an important factor in candidate selection.
