Job Title:

Program Manager (PM) – Emergency Response

Purpose of Job:

Working in close collaboration with the projects field implementation teams and the support departments, the PM ensures prompt and compliant delivery of the planned emergency response activities and plan their continuity and development.

Duties andresponsibilities:

The ER Program Manager will perform the following duties:

● Ensure the alignment of the activities of the ER projects with the program goals.

● Lead the liaison with other program’s stakeholders i.e. local and international organizations, OCHA cluster.

● Plan, coordinate and execute all deliverables of program’s projects.

● Manage the projects staff by understanding and solving their professional challenges,

● assisting their completion of their personal objectives and conducting periodical written evaluations of their performance.

● Working closely with the projects’ coordinators to ensure prompt and accurate narrative and financial reporting in accordance with donor templates and needs.

● Develop strategies to secure sustainable funding for the program’s projects.

● Contribute to daily, weekly and monthly reporting on the work of the program teams,

● prepare projects reports as requested by the donors, validate all finance, logistics and HR operations and reports related to the ER projects.

● Follow up closely on the budget of each activity, ensure compliance and propose modifications when required.

● Ensure and help supervise the work of all the program’s staff.

● Collect information and prepare answers to enquiries raised by the donors and Emissa management concerning the projects.

● Contribute to the proposals of new ER projects.

● Work with the HR department to build capacity of the field projects staff.

● Provides general support and liaison with other departments. (Common in all

● descriptions).

● Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, religion, color, sex or creed.

● Contribute to a positive working environment by being accessible and available to team members and to representing their professional and personal concerns to the Board of Directors.

● Act at all times to promote the organization’s vision of a democratic, united and

● pluralistic Syria, and ensure full compliance of all program staff with its principles of humanity and impartiality.

Outputs:

● Delivery of the donor’s support of the program’s projects and activities to local beneficiaries on time and within budget.

● Maintenance of highly positive relationships between the organization and the Syrian stakeholders to the program and the funding partners.

● Development of strategies and projects that ensure sustainability of services for the targeted communities.

Education:

● Bachelor or equivalent degree in business administration, finance, public administration, community development, statistics, social or development related studies.

● MBA is a plus.

Qualifications:

● At least 4 years of professional experience in relevant fields, from which minimum 2 years in a managerial position.

● At least 2 years of experience in projects management.

● At least 2 years of experience in humanitarian work.

● Very good knowledge of accounting principles and budgets design.

● Demonstrated capability in developing projects’ plans.

● Very good knowledge of logistics and procurement standard and alternative procedures.

● Strong oral and written communication skills.

● Excellent command of Microsoft Office Applications, particularly Excel.

● Fluent in English and Arabic languages.

Personality:

● Strong believer in human rights and values of justice.

● High ability to work with volunteers’ groups.

● Has ability to work under pressure.

● Details oriented.

● Proactive with good communication skills.
