Short Term Expert on Gender Issues

The International Centre for Migration Policy Development (ICMPD), an international organisation with its headquarters in Vienna, Austria, is looking for qualified candidates to fill the above-mentioned position.

ICMPD is implementing the Swiss State Secretariat for Migration (SEM)-funded project Supporting Lebanon in fostering a right-based approach to managing the arrival, stay and exit of migrants and refugees, which supports the strengthening of Lebanon’s security institutions’ resilience to withstand internal and external pressures and shocks, and to reinforce the role they can play as drivers of stability and national cohesion.

The primary beneficiary is the Directorate General of the Security General for Lebanon (DGSG).

The overall objective of the project is to support Lebanon in fostering a rights-based approach to managing the arrival, stay and exit of migrants and refugees.

The specific objectives of the project are i) to advance DGSG’s institutional know-how and capacities in areas of key relevance to the sound management of incoming, residing and exiting migrants and refugees in line with international human rights law and standards ii) to contribute to DGSG’s infrastructure capabilities in addressing the arrival, stay and exit of migrants and refugees.

The thematic areas of relevance to this project are migration, human rights, gender-based issues, return, crisis management and international cooperation.

The project supports the objectives through five sets of activities, encompassing all thematic areas, namely: workshops, study visits, technical seminars, formulation and endorsement of standard operating procedures (SOP) and infrastructure support.

Duties and Responsibilities

Under the supervision of the Expert for the above mentioned project and the Key Expert for IBM Lebanon, the incumbent will be responsible for the following tasks:

  • Draft training material for gender sensitive interviewing for selected officers of DGSG
  • Contribute to pre-workshop briefing document
  • Lead and facilitate workshops and brain-storming
  • Collate and elaborate material from workshops and brain-storming
  • Prepare draft training module
  • Prepare draft training handout/handbook

Essential Qualifications

Education:

  • University degree or equivalent professional experience in the field of law, political science, international relations or any other relevant disciplines related to human rights law/migration and/or gender topics.

Experience:

  • A minimum of 15 years of relevant work experience in the field of human rights law/migration and/or gender topics at national or international level
  • Experience in training needs analysis and evaluation processes
  • Experience in interviewing in gender-sensitive related work areas such as border management, suspected victims of trafficking of human beings (THB) and of gender-based violence (GBV), etc. and in the related referral mechanisms
  • Experience in gendered activities related to border management such as drafting or evaluating gender-responsive policies, procedures, protocols
  • Experience in training and mastery of different training delivery methods and techniques

Knowledge, skills, abilities:

  • Significant experience and knowledge of research, training design and delivery
  • Excellent oral and written command of English, including strong drafting skills
  • Sound knowledge of international and EU standards, regulations and policies in the field of gender issues, migration management and human rights, in particular with reference to integrated border management (IBM).
  • Excellent communication skills, adaptability and flexibility
  • Good organisational skills including managing conflicting priorities and working with tight deadlines
  • Ability to work effectively with colleagues from different cultural and professional backgrounds
  • Working in sensitive ethnic, political and confessional environments
  • Good analytical and interpersonal skills
  • Sound presentation and facilitation skills
  • Ability to work un-supervised
  • Experience in Lebanon/MENA region is an advantage

Remuneration

The remuneration for this expert post is a daily fee up to a maximum of 400 Euros, based on qualifications and experience. Where duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and a pension fund are the responsibility of the incumbent.
