Background:
Mercy Corps is an International development and humanitarian aid agency working to alleviate poverty, suffering and oppression in transitional environments. Operational in Myanmar since 2008, Mercy Corps implements programs designed to promote food security, economic development, sustainable environmental management, civil society strengthening, and peace. The programs directly benefit local communities in the Delta, the Dry Zone, and Kayah, Rakine, Shan and Chin States.
Mercy Corps is implementing “The Religious Freedom Initiative (RFI) program that aims to build support for legal reforms that will enhance religious freedom and protection of religious minority rights in six locations of Burma. To achieve this, a three-member consortium – Loka Ahlinn (LA) and the International Commission of Jurists (ICJ) led by Mercy Corps (MC) – will implement activities designed to address key barriers to religious freedom legal reform. Activities will focus on improving knowledge of international standards and national law among lawyers, Human Rights Defenders (HRDs), and lawmakers. Awareness of rights among religious minorities, public support for religious freedom among the Buddhist majority, coverage of violations of religious freedoms and strengthening advocacy strategies among HRDs and lawmakers.
As part of this effort, Mercy Corps is looking for a consultant to develop a religious freedom curriculum for Mercy Corps’ civil society partners. The curriculum development process will take an estimated 20 days of effort and should be completed between December 2017 and March 2018. The ideal applicant will have expertise in developing curriculums and have five to ten years’ experience working as a human rights defender or expert on religious freedom, in the context of inter communal violence and/or an international context. Candidates with previous Myanmar experience are preferred.
Purpose / Project Description:
The objective of the curriculum is to ensure that HRDs are aware of minority rights in national and international law (relating to the religious freedom and minority rights), impacts of human rights violations on religious minority and wider society, concerns felt by different religious communities, and strategies for facilitating dialogue and raising public awareness of religious freedom and minority rights. In order to achieve the above, the consultant will fulfill following assignments:
Step 1- Consultation workshop
Conduct a one-day consultation workshop in Yangon with grassroots HRDs, experts from the religious minority, Buddhist communities, relevant CSO members/organizations and representatives from program implementation partner organizations. The purpose of the workshop will be to identify the knowledge gaps or capacity needs of the HRDs to help tailor the curriculum based on needs. The consultant will lead the workshop and ensure the inputs/findings from the workshop are included in curriculum.
Step 2- Curriculum development
With the inputs from the consultation workshop, the consultant will develop a religious freedom curriculum for HRDs. The curriculum will focus on religious freedom based on internationally acceptable legal standards, taking into consideration, national and regional cultural dynamics, and minority rights. The consultant should clearly demonstrate the objective of the curriculum for community HRDs from the six different locations. The locations include: Mandalay region, Southern Shan State, Mon State, Kayin State, West Bago and Rakhine State.
The consultant will provide technical guidance/support to the trainer (s) before the training starts. He/she will brief the trainer (s) on the components and guidelines of the curriculum and any salient issues the training (s) may need to pay attention to...
Step 3- Translation of curriculum
The training curriculum will be translated into English/Burmese. The consultant will be responsible for the translation.
Consultant Activities, Deliverables and time frame:
The consultant will work in close collaboration with the program team to ensure that all aspects of religious freedom and minority rights and strategies for raising public awareness are captured and included in the curriculum design.***Please fine the curriculum design through link mentioned above.***
Eligibility
To be able to select as the consultant, the person must be meeting all or most of the following criteria.
Being an individual consultant. Consulting group or firm will not be eligible to apply this service
Person who has minimum 3 year experiences of working in Myanmar ( consultant based in Myanmar) or working for Myanmar ( consultant with experience supporting/working for issues in Myanmar but based outside of the country)
Person who have experiences in developing curriculum for HRD
Person who has experiences in training HRD related to religious freedom and minority rights
Consultant has to take his or her own responsibility for acquiring visa or travel permits if the person based outside of the country
Person who hold the academic degree relevant to the services is preferable
Person who has experiences working with grass root HRD is preferable
Costs
-Person who wants to apply needs to submit the proposal and estimated budget to Mercy Corps (Myanmar)
-If it is international person who want to apply, needs to include the travel expenses in the estimated budget plan.
- Based on that Mercy Corps will consider around budgeted amount.
The Consultant will report to Mercy Corp’s the Senior Program Manager, Peacebuilding and work closely with Program Manager (LA), and RFI Program Coordinator
