Care international in Lebanon (CiL) is implementing a regional response to the Syrian Crisis to meet the immediate and most urgent needs of the women, men, boys and girls who have fled Syria. CARE International in Lebanon (CIL) is supporting local communities with their longer-term needs and basic rights through WASH, Shelter, basic assistance, protection, and longer term economic development solutions and activities in collaboration with local partner organizations in the North, South, Beirut, and Mount Lebanon Governorates.

The GBV & Protection Coordinator will be based in the Beirut office and will support CARE’s field offices, currently in Mount Lebanon, Beirut, and North Lebanon in the implementation of a new project as part of an anticipated EU Madad funded consortium that addresses GBV in communities. CARE as part of this consortium will be developing community based protection practices, programs, and activities with the Ministry of Social Affairs (MoSA) to support its social development centers (SDCs) service delivery on GBV related matters.

The position will also play a leading role to ensure high quality community based protection and GBV programming, lead research, as well as supporting high level advocacy and networking on GBV and women’s empowerment. This senior position will report to the DCD-Program. The position is expected to bring in significant expertise in program design and implementation. Knowledge of the region is highly desirable.

Education & Certification:

Bachelor, master’s degree desirable

Minimum Education Level:

Bachelor degree

Proven Experience:

· 5-7 years of experience in GBV and protection programming, including significant experience on GBV, sexual reproductive health (SRH), early child marriage (ECM), women’s voice and/or economic empowerment and at least 2 years’ experience of working in an advisory, technical coordination position

· Proven experience of promoting practical and impactful social and gender justice initiatives, community based protection initiatives around GBV, sexual reproductive health, early child marriage among others to development and humanitarian action programs

· Master’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies)

· Strong understanding of the Lebanon political, legal, and social systems as related to GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society

· Proven skills in partnership building, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups

IT / Software / Technical Skills:

Familiarity with MS Office software, such as Excel

Detailed Responsibilities & Tasks

Responsibility #1: Project Implementation

· Oversee the overall implementation of CARE Lebanon’s GBV programs, with a specific focus on the GBV Madad funded project, in close coordination with Project Managers to ensure implementation is in line with program strategy.

· Support project manager in overall successful project implementation as per national standards, donor agreement and CARE guidelines and agreed implementation strategy.

· Participate in grant review meetings ensuring partner NGOs are compliant with donor regulations and are on track with implementation

· Make sure partner NGOs (or in direct implementation case) carry out works in accordance with CARE’s GBV and protection guidelines and standards

· Conduct regular field monitoring visits to provide support to partners and to ensure quality implementation.

Responsibility #2: Technical support and capacity building

· Provide technical support and training to CARE and partners staff on relevant topics such as community empowerment, mobilization, and synthetization, GBV, MSRH, and ECM.

· Work closely with CARE’s regional and global technical advisors

· In close collaboration with sector Coordinator, ensure CARE representation in the relevant technical coordination meetings at field level.

· In close collaboration with sector Coordinator, ensure CARE’s representation in all relevant forums at the field level and vis-à-vis relevant actors as relevant to the project

· Ensure and/or supervise regular training of the teams on relevant topics and subjects

·

Responsibility #3: Program development and donor reporting

· Coordinate the necessary market assessments, needs assessment, gap analysis and scoping exercises to redefine CARE’s priority interventions and strategic planning in the Lebanese context.

· Elaborate Concept notes and Proposals for related new projects

· Submit regular technical reports as required

· Provide timely technical support to project managers in writing reports to donors

· Support program strategy development as needed

Responsibility #4 Research and Learning

· Develop and implement research together with the MEAL team and field staff which contributes to a deepened understanding of women’s empowerment and gender issues in Lebanon, in particular around GBV, SRH, and economic empowerment

· Support project research, evaluations, and baseline studies on gender/women’s empowerment with technical advice and guidance

· Keep abreast of relevant existing and new research in Lebanon by other institutions that is related to women’s empowerment/gender issues; and disseminate key outcomes with field teams in appropriate and effective way
