Local Research Specialist, USAID/Burma Assessment of Institutional Capacity of Myanmar Department of Food and Drug Administration and Department of Health Planning, Burma

Proposal Objective:

Social Impact is responding to a Task Order under our Asia Learning and Monitoring and Evaluation (ALME) contract to conduct two separate components under one mechanism: (A) An end-line performance evaluation of Maternal and Child Survival Program (MCSP); and (B) An assessment of institutional capacity building of Myanmar Department of Food and Drug Administration (DFDA) and Department of Health Planning (DHP). The purpose of this Task Order is to examine how USAID-supported programming has affected the development of Myanmar’s national capacity in several areas, specifically key dimensions of human and institutional capacity and commitment.

Component B of the Task Order – the institutional capacity building assessment – aims to better understand and document the achievements, challenges and lessons learned from two USAID-funded institutional capacity strengthening activities: (1) Strengthening drug quality monitoring capacity of DFDA and (2) Implementation of the Myanmar Demographic and Health Survey (DHS) in 2015-2016 and associated support to the Ministry of Health and Sports as well as Department of Health Planning.

Position Description:

SI is seeking a Local Mid-Level Research Specialist for Component B of this Task Order who will be responsible for the development of assessment tools, analysis and data collection for the assessment of institutional capacity building of Myanmar’s Department of Food and Drug Administration (DFDA) and Department of Health Planning (DHP). The Local Research Specialist will ensure technically sound information and analysis throughout the planning, data collection, analysis and reporting processes, assuring that data gathered adequately addresses the assessment questions. This position will be based in Burma, with an estimated period of performance of seven months.

**Please note: This is a local position. Only candidates with Burmese citizenship will be considered.

Responsibilities:

  • Develop evaluation tools and methodology.
  • Conduct data analysis and data collection.
  • Work collaboratively with team leader and other team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.

Qualifications:

  • Advanced degree in a relevant discipline and a minimum of six years of experience OR a Ph.D. in a relevant field and four years of experience.
  • Demonstrated experience evaluating capacity building in organizations and interventions and extensive knowledge of the operating environment in Burma.
  • Familiarity with USAID evaluation rules and regulations preferred.
  • Fluency in spoken and written Burmese and English required.
