CARE works at national, municipality and at the community level to develop customized solutions and ensure long-term sustainability as well as respond to basic needs. Our interventions range across clean water, affordable sanitation and community healthcare and sexual and reproductive health rights programs, economic opportunities, and protection. Across program areas, CARE’s activities are guided by a rights-based, holistic, gender-sensitive/transformative, and inclusive approach.
CARE International has been operational in Lebanon since 2013 and works across the country. Building on core Shelter, WASH, and Livelihood programs, CARE has developed an urban-specific community-based approach in Lebanon to improve the living conditions of vulnerable refugee and host communities. The One Neighborhood Approach considers whole neighborhoods as an ‘entry point’ for assistance. Interventions target extremely vulnerable families (refugees and host community members) living in risky conditions in poor neighborhoods by providing integrated assistance to address vital needs, protection issues and health and safety risks. Activities target both Syrian refugees and vulnerable Lebanese host communities in order to improve the sub-standard living conditions of families at risk and to facilitate community engagement and social stability.
CiL also works on large infrastructure projects, making sure the quality and quantity of residents’ drinking water is improved, engaging through local partners in planning and implementing its programs.
Job Summary:
The function of the Finance Manager is to ensure the effective and efficient financial operations of the Country Office (CO). The Finance manager is responsible for closing the monthly accounting of CARE International in Lebanon and providing financial analysis of the risks and supervising awards management through accurate and timely donor budgets and financial reports.
Detailed Responsibilities & Tasks
Responsibility #1: Financial management
- Lead on the Country office budgeting process in line with CARE Budget policy and analysis aiming at informed decision making for the Senior management team
- Prepare and analyse Country office financial KPIs
Responsibility #2: Partners Management
- Ensure review of partners’ reporting is regularly and efficiently performed
- Prepare end of award letters detailing accepted, disallowed and queried costs, and where applicable any balances owed to partners and ensure the timely processing of payments to partners,
- Regular visits to partners to provide guidance and mechanism to develop and maintain a robust financial system, controls to ensure efficiency, reliability and transparency of financial data in accordance with CARE guidelines.
- Conduct trainings to partners on financial management
Responsibility #3: Accounting management and Cash Management
- Set up a consolidated cash forecast based on BVA forecast and review on a monthly basis
- Ensure in coordination with the senior finance officer that accounting is timely and accurate (descriptions, proper registration of the transactions in SAGA, accounting codes, financial lines, matching, monthly exchange rate)
- Ensure the monthly closing and related month end package is prepared and sent out to CARE France for the 20th of each month. Review the month end package (supervise integration of field offices accountancy, review balance sheet for staff and partner advance and matching, review bank/cash reconciliation, review payroll accounting process, review allocation of Shared Program Cost as per CARE policy)
- Prepare the quarterly financial reporting package for CARE France
- Ensure the full list of budget codes is up to date and shared amongst support and program teams
- Assist and Report any anomaly in the SAGA use to the DCD-PS or to CARE France.
- Prepare and justify all balance sheet accounts for the semi-annual closing
- Assist the DCD-PS during the annual closing preparation, analysis and balance sheet justification,
- Manage the archiving of all financial documentation and ensure a proper and efficient filing organization.
- Support field offices with training and capacity building
Responsibility #5: Award management support
- Be the focal point for finance related matter with the Program team
- Support Program Team with proposal budgeting in line with Country Office master budget and CARE Budget policy
- Review project BVAs on a monthly basis and ensure adjustments form previous months have been actioned
- In coordination with the senior finance and grants officer Review donor financial reports to be in line with donor compliance requirements
- Ensure audit trail for all projects
Responsibility #5: Team Management and upward communication
- Manage the performance of the 2 senior Finance Officers. This includes supervision, guidance, and coaching. Recommend or initiate personnel action such as salary adjustments, promotions, transfers, disciplinary actions including performance improvement plans, etc.
- Complete the performance management activities such as performance planning, monitoring, 90 day, six month and annual performance appraisals,
- Support direct reports with the management of their team
- Inform and discuss at least on a monthly basis with CARE France country offices controlling CO manager current finance related matters

Senior Finance Officer, Senior finance and grants officer. Total number of reports 4.
Working Conditions:
This position will be located in Beirut, with visits to other relevant offices and suppliers. Additionally, travel to the field offices is required as necessary. Working areas include but are not limited to Beirut & North Lebanon

Education & Certifications:
Master in Finance and Accounting required
Minimum Education Level:
Master degree or Bachelor’s Degree with at least 7 years of relevant experience including 3 in a similar position
Proven Skills and Experience:
- Minimum 3 years in a similar position
- Minimum 3 years in international organization
- Experience of and well developed skills in staff management, supervision and capacity building
- Proven track record of supporting a senior management team and provide strategic support across humanitarian and development portfolio
- Knowledge of the requirements of the major emergency and development donors including budgeting and reporting
- Proven track record of capacity building of partners and development of partner financial management policies
IT / Software / Technical Skills:
Good command of Excel, Word, and Outlook
Knowledge of accounting software SAGA preferable
