Myanmar: CCCM Coordinator

We are looking for a highly qualified Camp Coordination and Camp Management (CCCM) Coordinator for the DRC program in Rakhine State, Myanmar.

Who are we?

DRC has been operating in Myanmar since 2009 and currently supports operations in four different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including conflict and disaster-affected people, IDPs and returnees in Rakhine State, Kachin State, Northern Shan State and the Southeast of Myanmar. DRC’s work is based on humanitarian and protection principles and human rights.

In central Rakhine State, activities are conducted in an environment where waves of communal violence in 2012 displaced around 140, 000 IDPs into camps. The majority of the IDPs remains in camps and returns have only taken place in smaller numbers.

DRC CCCM activities in central Rakhine, which started in July 2013, today refer to a broad spectrum of sectors in 8 IDP camps in rural Sittwe area and include camp level coordination, service monitoring and data management, complaints mechanism, community service activities, camp improvements including shelter maintenance and training and capacity building of key stakeholders.

DRC Myanmar currently employs over 280 national and 24 international staff and operates from five operational offices. DRC’s main office is in Yangon; the main donors of DRC CCCM programme in Myanmar are UNHCR, ECHO, SDC and DFAT. The program in Rakhine State is run from 3 offices and has a total of 13 expatriate and some 130 national staff

About the job

The CCCM coordinator is directly responsible for the CCCM intervention in terms of high quality and timely deliveries, narrative reporting and financial overview, close cooperation with donor, Government and coordination mechanism on site and in synergy with other DRC interventions in the area.

The CCCM Coordinator reports to the Program Manager of the Rakhine program and oversees as direct supervisor a mixed team of an international community services officer, national team leader, CRM officer, community participation officer, field assistants, camp based field office assistants and community volunteers. The CCCM projects will be coordinated from the main office in Sittwe, but will count on a number of satellite offices in the camps.

Duties and Responsibilities

  • Maintain close relationship with key leadership structures in all targeted camps to ensure adequate understanding of community dynamics
  • Manage the Community Services Officer, and ensure that a robust participatory approach is implemented in the camps, with a particular focus on community based groups and community outreach
  • In close collaboration with the leadership structures, improve capacity and accountability of Camp Management Committees
  • Conduct shelter assessments in the camp and oversee shelter implementation works in DRC-managed camps in coordination with engineering staff.
  • Improve on existing contingency planning in relation to DRR & fire response, as well as identify further contingency planning needs within DRC-managed camps
  • Identify beneficiary information needs and provide guidance to national staff in developing information and awareness-raising materials and activities with beneficiary participation
  • Chair the field and Sittwe level coordination systems for all humanitarian actors present in the target camps, with participation from beneficiaries and community based groups
  • Develop training materials for beneficiary capacity building, conduct training of trainers for national CCCM staff and provide support in delivering training sessions to beneficiaries
  • Maintain the centralized Complaints Response Mechanisms within the DRC managed camps, ensuring the complaints are analysed and trends identified and communicated to service providers and relevant stakeholders
  • Improve data collection tools for ensuring accountability to humanitarian standards by service providers, CCCM, and other stakeholders
  • Design and lead the implementation of assessments for relevant topics
  • Contribute to and support the CCCM cluster, inclusive of strategy, modality of implementations and tools
  • Represent DRC to donors and other stakeholders regarding CCCM related issues, including representation at meetings and managing visits to field as appropriate
  • Maintain and develop coordination with appropriate Government and local authorities at all levels relating to CCCM
  • Maintain and strengthen links with other DRC sector teams, particularly protection
  • Coordinate, assess and implement maintenance of communal infrastructures
  • Overall responsibility for implementation of CCCM projects, including budget reviews and expenditure, indicator tracking and preparation of donor reports
  • Ensure that all operational, financial and logistic procedures are followed according to DRC operations handbook and donor guidelines for CCCM projects
  • Lead on preparation of proposals and strategic documents related to DRCs CCCM programme
  • Responsible for implementation, monitoring, supervision of national staff and community-based volunteers, and regular progress reporting
  • In coordination with protection team support advocacy initiatives relevant to durable solutions for affected populations in Rakhine.

About you

To be successful in this role you must have:

  • 3 years of work experience in emergency and humanitarian response operations on displacement related affairs, preferably in camps and camp-like situations and/or coordination
  • At least 2 years of direct experience in camp management
  • Demonstrated ability to manage national and expatriate staff
  • Demonstrated responsibility for managing budgets and expenditures
  • Experience of working with relevant donors including UNHCR and ECHO including preparation of proposals and reports
  • Experience of representation in cluster system and other relevant forums
  • Demonstrated experience of responsibility for ensuring compliance with organisation operational, logistic and financial procedures.
  • Successful completion of CCCM trainings
  • Demonstrated skills as a trainer/capacity builder
  • Demonstrated intercultural sensitivity
  • Documented mid-level/senior level management experience
  • Fluency in English
  • Systematic mind-set and capability of implementing changes
  • Knowledge of ODK
  • Must be proficient in excel
  • Experience of managing shelter activities in camp setting a bonus

We offer

DRC will offer the successful applicant a contract for 12 months. The contract will be renewable dependent on funding and performance. Envisaged start date is March 2018.

Sittwe is a non-family duty station and is eligible for a location adjustment to salary and R&R according to DRC terms of employment level C.
