Duties and Responsibilities:
Under the direct supervision of the Deputy Head of Programme and the overall supervision of the Deputy Country Director (DCD), the Programme Policy Officer (School Feeding) will be responsible for, and not limited to, the following duties:
• Ensure that the School Feeding activity is well managed, which includes planning, implementation, monitoring and evaluation, and reporting of the programme, as a leading role and overseeing the activity across Sub Offices (SOs);
• Liaise with the government, namely the Ministry of Education, Cooperating Partners (CPs) and other stakeholders to ensure that food is distributed to targeted schools and school children;
• Provide technical guidance, including capacity building activities, to government counterparts, SOs, other programme staff and CPs as appropriate;
• Lead the design of the national school feeding policy, and planning and implementation of the national school feeding programme in close coordination with the Ministry of Education;
• Contribute, in collaboration with the M&E unit, to the elaboration of adequate monitoring tools;
• Review and analyze the scope of interventions, and recommend Country Office (CO) management with strategies to improve the quality of programme;
• Ensure that the School Feeding activity is in line with PRRO and Programme Implementation guidelines and Standard Operating Procedures are up to date;
• Ensure that the objectives of the School Feeding activity, i.e., increase in attendance, enrollment, decrease in drop out, improve nutrition, will be achieved;
• Assess project performance, including utilization of resources and achievement of planned targets;
• Review project proposals screened by SOs for CO Project Review Committee’s (PRC) review;
• Make field visits, including assessment missions in support for programme implementation, document the field missions and ensure follow-up actions made;
• Support SOs in developing plans/strategies for WFP interventions in coordination and consultations with other CO Units, partners and the government;
• Maintain records on programme activities;
• Conduct baseline survey and impact assessment;
• Prepare status, progress and analytical and critical reports;
• Assist Country Director(CD)/DCD in all matters related to the delivery of WFP assistance and bring to attention of appropriate CO staff any administrative constraints arising from rapidly evolving situations in the field;
• Represent external meetings on WFP’s behalf;
• Ensure compliance with WFP policies, criteria and procedures with respect to food assistance;
• Perform other related duties as required;
Qualification
Education:
Advance University Degree in one or more of the following disciplines: economics, education, nutrition/health, and international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.
Experience:
At least three years of postgraduate professional experience in commerce, business administration, development or food assistance support. In addition, at least three years of progressively professional and practical experience in the field within the international development or Education management/coordination, preferably in a field of humanitarian setting.
Knowledge & Skill
Knowledge of humanitarian assistance and development practice. Good understanding of project life cycle, humanitarian principles and tools, programmes and transfer modalities. Familiarity with planning and implementing humanitarian, assistance.
Language:
Fluency in both oral and written in English and Myanmar.
Critical Success Factors:
Good analytical skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds. Ability to cope with situations which may threaten health or safety; flexibility in accepting work assignments outside normal desk description. Ability to liaise with the counterpart Ministry. Ability to formulate the policy document and operational guidance. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
