DRC is seeking a dynamic and motivated Livelihoods Coordinator to strengthen and develop the livelihoods team and programmes in Rakhine state.
Who are we?
DRC has been operating in Myanmar since 2009 and currently implements humanitarian and development programmes in Rakhine, Kachin, Northern Shan and Kayah States. The overall programme objective is the promotion and protection of durable solutions for vulnerable conflict and disaster-affected people, IDPs and returnees. DRC’s work is based on humanitarian and protection principles.
The situation in Rakhine State has been made even more challenging and complex with the ongoing refugee crisis that started in August 2017. This will require an even more principled and innovative approach to livelihoods programming. The ongoing unrest, displasement, segregation and endemic underdevelopment all compound the usual challenges. DRC activities target IDPs, as well as other local vulnerable populations from all communities living in host and isolated villages.
DRC focuses on skills and market linkages for youth, small and medium enterprise development, informal financial services, community driven development and Disaster Risk Reduction to protect and promote early receovery. DRC’s current donors are AusAid, USAID, EU, UN agencies, the LIFT fund and other private donors.
DRC is active across a broad spectrum of sectors including; CCCM, General Protection, Child Protection, GBV, Livelihoods, and WASH in Sittwe, Pauktaw, Kyauktaw, Maungdaw and Mrauk-U Townships in Rakhine State. DRC also responds to frequent natural disasters in the State, including flooding, landslides, and cyclones.
This position
The Livelihoods Coordinator will need to be an agile and natural leader, able to manage a large and growing livelihood programme. The Livelihoods Coordinator will develop, manage, provide technical guidance, report, represent the Livelihoods programme as well as develop the capacity of the livelihoods team, to deliver high quality programs. The Livelihoods Coordinator will also be a strong communicator able to coordinate closely with the other DRC departments and sectors to deliver a coherent program.
Reporting to the Rakhine Programme Manager (Head or Office), the Livelihoods Coordinator will manage teams based in Sittwe, Mrauk’U and Maungdaw Townships.
Main responsibilities
Specific duties will include but not limited to:
- Provide leadership developing and enhancing the quality of the livelihood programmes implemented by DRC Myanmar with particular attention given to Early Recovery
- Work closely with other DRC sectors to ensure a holistic approach
- Proactive coordination with other livelihood actors including consortia partners IRC, RI and NRC
- Proactiove coordination with the Nutrition/Food Security/Livelihoods sector, other relevant sectors, UNDP, national authorities, and other actors in Rakhine State
- Develop and lead needs assessments around feasible solutions for IDPs and villages in terms of livelihoods and social cohesion focusing on Community Driven Development
- Build on the vocational training curricula, opportunities and expertise within the DRC program to enhance economic opportunities for Youth
- Oversee the management of the livelihood programming budgets
- Ensure the quality of the monitoring, evaluation and learning process for the Livelihood Program as well as strengthening the effort to document the impact of its activities
About you
To be successful in the position you should meet most/ all of the following requirements:
- A minimum of 5 years’ project management experience with humanitarian response in displacement-related contexts, preferably in camps and camp-like situations
- A minimum of 3 years implementing livelihoods programming in displacement related contexts
- A university degree in international development, agronomy, economics or similar
- Strong experience in livelihood support, including Market oriented skills devt, small-business support and development, Cash programming, rural financial services and Community Driven Development
- Experience of managing a livelihood project portfolio across different donors and project sites
- Experience of project cycle management including proposal writing, budget monitoring, monitoring and evaluation, and reporting
- Experience of managing and leading a team of livelihood staff and coordinating with other sectors and support departments
- Solid experience in participatory approaches and facilitation skills
- Strong interpersonal communication and writing skills
- Ability to work both independently and as part of a team
- Experience in training and capacity building
- Cultural sensitivity and adaptability
- Professional fluency in English
- Experience of data management and the creation of databases

Duty station
Sittwe, Rakhine State, with frequent travel to the rest of the state and to Yangon as needed.
We offer
DRC will offer the successful applicant a 12 month contract, extendable based on funding availability.
