Job Description

BACKGROUND: The International Rescue Committee (IRC) is one of the world's leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development. The IRC began working in Myanmar in May 2008 with emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, the IRC has broadened its portfolio with health, protection, livelihoods, and social development programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their future. In conjunction with longer-term programs working in system strengthening, participatory community-driven development, and local stakeholder capacity development, the IRC works in emergency preparedness and response, supporting its staff and its partners to be able to become more resilient and responsive to shocks and respond quickly when they occur. IRC Myanmar operates an annual portfolio of approximately $15 million, through the implementation of over 18 grants country-wide funded by 10 different international donor agencies. In addition, IRC prioritizes partnership with local civil society organizations, and manages on average about 20 sub grantees.

SCOPE OF WORK: Based in Yangon, with periodic travel to sites where IRC projects are implemented, the Grants Officer position entails responsibility for day-to-day grants and contract management for specific grants within the IRC project portfolio, donor reporting, and support in grant compliance. This position also contributes to concept note and funding proposal development, and grant modifications as applicable. Reporting to the Senior Program Design and Grants Coordinator, this position works closely with sector heads, Finance and Supply Chain, and other Grants Unit staff throughout the grant cycle.

DUTIES AND RESPONSIBILITIES:

Grants Management and Compliance:

  • Responsible for grant management for specific IRC grants assigned, providing oversight and technical support throughout the full grants system, including grants compliance support, in close collaboration with Programs, Operations and Finance colleagues.
  • Facilitate grants opening and closing meetings; ensure all key grant documents are shared in advance with meeting participants; share donor compliance requirements; follow-up on agreed action points. At the request of senior management, support other aspects of grant start-up as needed during the transition between proposal to project.
  • Facilitate and ensure regular and effective BVA meetings/Grant review meetings and follow-up on key grant management and compliance actions.
  • As requested and as appropriate, serve as focal point for post-award communication with donors on specific IRC grants.
  • Serve as Grants team focal point for audits of specific grants as assigned.
  • Support the Sub-Grants team in the Sub-award Partner Management System (SPMS) roll-out as needed, including partner vetting and PreAward Assessment (PAA), and where required, monitoring visits with partner organizations.
  • Review and process post-award contracting and grant amendments coordinating with in-country, regional and HQ colleagues through the IRC's online tracking system (OTIS).
  • Update grant management tracker and relevant grant tracking documents. Ensure all grant filing on OTIS, shared drive and hard copy is up to date, including key donor correspondence and approvals.
  • Support the development and updating of grants compliance guideline documents and stay up to date with all institutional donor guidelines, rules and regulations, and reporting templates.
  • Compile/write donor reports, ensuring quality control and timely submission of narrative and financial donor reports.
  • Share information and contribute to capacity building initiatives for IRC staff and partners in the areas of grants reporting and compliance.

Program Design & Proposal Development:

  • Support proposal and concept note development in close collaboration with Senior Program Design and Grants Coordinator, DDP and sector leads; supporting the Senior Coordinator in coordinating functions between HQ, IRC's global technical advisors, partners, finance, operations, HR, and program focal points to ensure smooth and timely proposal development.
  • As assigned, lead and/or serve as key writer for proposals/concept notes as needed, including reviewing budget, budget narratives and any relevant annexes.
  • Initiate and manage proposal process on OTIS, including coordination of regional, AMU and TU reviews.

Communications

  • Support with coordination, quality control, revision, finalization and timely submission of quality Situation Reports, and other informational documents as assigned, to HQ for internal and external distribution.
  • Respond to requests for program information from IRC Regional Management, IRC HQ, donors, Myanmar Government, and others as needed.

Special Tasks

  • At the request of the Senior Program Design and Grants Coordinator, take responsibility for miscellaneous projects not falling under responsibilities underlined in this job description.

Internal : Senior Program Design & Grants Coordinator and Grants Unit staff; Deputy Directors (Programs and Operations); MA&L Coordinator; Sector Leads; Sub-Grants Unit; Finance Department; Field Coordinators; IRC Asia Regional Support Team; Awards Management Unit focal points and HQ/regional technical advisors.

External: Donors and partners as required.

Qualifications

REQUIREMENTS:

  • Bachelor's Degree in development studies, social sciences, or other relevant field
  • Two to three years' work experience in international humanitarian or development field
  • Excellent communication and interpersonal skills
  • Demonstrated experience in grant cycle management, especially within an NGO or other development setting.
  • Experience in delivering trainings and capacity building strongly preferred.
  • Excellent written and verbal English; extremely strong attention to detail and experience in multi-tasking required.
  • Knowledge of Myanmar contexts an asset.
  • Proficient in MS Office, Word, Excel, and PowerPoint.
  • Experience working with budgets is a plus.
  • Ability to work in a multi-cultural environment and travel as required to project field sites

WORK ENVIRONMENT:

The Grants Officer position is based in Yangon, Myanmar with travel required to project field site locations in rural areas of the country. This is an unaccompanied post. Provision of medical, life, and repatriation insurance + retirement package. Living standards are good and the security situation is calm and stable but this could change.
