- Role Summary:
The WASH Project Manager main task is to implement the delegated WASH portfolio. It encompasses team direct line management and donor grants with budgets.
Generic Responsibilities:
- Manage the concerned project staff
- Adhere to NRC policies, guidance, and procedures
- Contribute to the development of Country, Area, and programme strategies; and initiate and participate in the development of relevant WASH projects
- Develop, coordinate, and manage the WASH project in line with proposals, strategies, and donor requirements.
- Implement technical direction and ensure high technical quality of projects
- Ensure capacity building of project staff and transfer key skills
- Ensure high technical quality and transparent processes
- Provide regular progress reports to management and concerned parties
- Represent WASH in internal and external forums in the area as required
- Ensure that project processes and related information are properly documented
- Develop, manage, and monitor the budget(s) according to NRC Financial Handbook and donor requirements.
- Transparent and cost efficient procurement of goods
- Promote the rights of refugees and explore and asses new and better ways to assist
- Liaise and collaborate with relevant local authorities and other key stakeholders as needed
- Oversee and is responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved
- Receive the referral information related to protection cases on a monthly basis from the related focal points and take proper actions to ensure that the referral system is functioning to the best interest of beneficiaries as per NRC referral’s procedures.
Specific Responsibilities:
- Implement the WASH Programme in the following interventions according to WASH guidelines and SOPs:
- Informal Tented Settlements
- Community Support Projects
- Public schools
- Emergency responses (outbreaks, water scarcity, sudden influx, floods/winter storms)
- Respond to WASH emergencies in a timely manner according to WASH Emergency Response procedures
- Ensure most vulnerable refugees are targeted by the Programme, taking into account people with special needs, gender and protection issues
- Provide WASH solutions taking into account existing coping mechanisms
- Monitor programme outcome and outputs for each grant, as indicated in the Monitoring and Evaluation matrix
- Ensure consistency in data management from fields report to database and reporting
- Monitor and address referrals of refugee complaints to provide timely feedback, according to the corresponding complaints feedback response mechanisms procedures
- Provide feedback and updates on WASH procedures and guidelines to concerned management whenever required
- Offer technical advice to WASH programming in the field area
- Ensure efficient contract management of consultants and contractors implementing infrastructure projects
- Monitor new refugee settlements on a regular basis and coordinate with other NGOs, UN agencies, and local and national authorities to make sure gaps are being addressed
Critical Interfaces:
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
- Programmes Project Managers and staff: coordinate on activities taking place at similar locations and refer cases when needed
- WASH Specialist: work together on strategy, project planning, and staff capacity building
- Protection Coordinator
- Local and International NGOs in the area
- UN Agencies

Academic Qualifications:
- Bachelor degree in Civil, Hydraulic, Environmental Engineering or Public Health
Generic Professional Competencies:
- Minimum 5 years of experience from working as a Project Manager in a humanitarian/recovery context
- Experience in contract management for Engineering consultants and Implementing contractors for related infrastructure projects
- Experience from working in complex and volatile contexts
- Fluency in English, both written and spoken
Context/Specific Skills, Knowledge and Experience:
- Knowledge of urban context
- WASH in schools experience
- Strong Hygiene Promotion and Community Mobilization skills
- Experience in managing multi-grants projects
- Strong data management and Monitoring and Evaluation skills
- Strong capacity building skills
- Proficiency in AutoCAD and Microsoft Access appreciated
